  7. Status of Storage of Reservoirs The level of 57.15 BCM in 81 important reservoirs in the country, as on 13.8.2009, is less than the level of 67.15 BCM of last year i.e. 85% and less than the level of 68.85 BCM of average of last 10 years i.e. 83 %.

Crisis • Crop sowing is affected particularly in Paddy and the crop health could be affected due to prolonged dry spell • 246 districts in 10 States declared drought so far to provide relief in terms of provisioning drinking water, food, fodder and employment • Alternate crop plans pressed into action to take some crop in the remaining season • Heavy demand for energy – electric and diesel from the farmers Delayed, Deficient and Erratic monsoon has adversely impacted the kharif crop season, particularly the paddy farmers

Strategy to salvage the loss • Manage Crisis • Sustain crops in rain deficit areas • Additional power and diesel subsidy • Enhance productivity in good rainfall areas • Inputs, protection, harvest and post harvest operations • Reduce distress • Alternate crops/technologies • Provide relief ( especially for the vulnerable) • Food, Drinking water, Fodder, Employment • Plan for early Rabi with higher coverage • Strive to achieve higher production to compensate to some extent the lost production in kharif • Timely sown wheat in Easter UP, Bihar and West Bengal • Boro rice and pulses should be the focus • Rabi Jowar, Pulses and Mustard could be taken up vigorously • Converge NREGA and IWDP activities for ground water development • Increase employment and achieve higher production

Initiatives of GoI • Policy • Allowing T/L seeds and relaxation of age criteria • Additional budgetary support under RKVY and NFSM • Flexibility under RKVY to reprioritize approved programs to cover contingency crop plans • Schemes • Diesel Subsidy with 7.50 rupees as 50% central government share • Availability of 45 lakh quintals of seeds for the contingency crop plans of the States • NREGA to include works on Small and Marginal Farms • Sinking borewells in urban areas to augment drinking water supply • Response • Additional Power supplied to Punjab, Haryana, Rajasthan, UP, Bihar for agriculture operations • Central Teams deputed within 48 hours of receipt of Memoranda from the States under NCCF • Daily updated Advisory service on ICAR website for different agro climatic zones. KVKs, SAUs directed to disseminate the advisories among the farmers • Coordination • Meetings with Chief Secretaries, Chief Ministers, State Food Ministers and State Agriculture Ministers • New E GoM set up to deal with the drought related issues • Zonal Inputs Review Meetings advanced to plan for early Rabi season

Availability of Seeds for main Kharif and Contingency Crop Plans • Adequate seed at start of Kharif 2009 with surplus of 15.54 lakh quintals • Late Kharif 2009: • Requirement of 3,31,652 quintals tied-up • Crops include urd, moong, arhar, jowar, bajra, maize, vegetables, horsegram, sunflower, groundnut, paddy • Early Rabi 2009-10: • Tie-up achieved for requirement of 41,78,176 quintals • Toria, fodder, gram, wheat, peas, mustard, potato, linseed, lentil are major crops

  14. Seed Availability for Rabi 2009-10 • Requirement is 130.87 lakh qtls • Availability is 148.39 lakhs qtls • Surplus of 17.52 lakhs qtls • No shortfall in cereals, major pulses, oilseeds, fibre, fodder

Protect Standing Crops • Facilitate supplementary irrigation to farmers by provisioning releases from reservoirs, power or subsidized diesel for pumping water • Arrange for supply of required quantity of nutrients and plant protection material for the crops that received good rainfall • Plan for better post harvest operations to reduce losses

Promote Alternate Crops • Activate contingency crop plans • Late Kharif, Early Rabi • Early maturing varieties • Promote Technical Package of Practices like direct sowing, less plant spacing, more seed rate etc. • Provide the needed input support • Sourcing, procurement and supply of seeds • Timely release of funds under RKVY and other crop development schemes

Plan for early and higher coverage • Awareness campaign for completing the sowing of wheat by 15th Nov especially in Eastern UP, Bihar, and West Bengal • Promote traditional relay cropping system like utera and pyra for cultivating rice fallows with chick pea, lentils and other pulses crops • Plan for increasing the area and productivity under Boro Rice in Assam, Bihar, West Bengal, and Eastern UP • Plan for early Rabi Jowar and Mustard crops on the residual moisture after kharif harvest • Actively promote crop development schemes to enhance Rabi crop productivity

Extend Drought Relief • Extend relief as per the CRF norms to the affected population especially agriculture input subsidy • Ensure food availability by closely monitoring the delivery of the public distribution system • Augment supply of drinking water • Augment fodder availability • Start Relief works under NREGA to secure livelihood for the landless laborers, marginal farmers and others in need of employment

Seed Production • Advance assessment of seed production programmes for Kharif 2010: • Drought will impact on seed production • Strategy evolved to manage impact • Capitalize on late Kharif rainfall (arhar, jute, jowar etc) • Compensatory seed production programmes in Rabi and summer • Advance production tie-up with national seed producing agencies • Outsourcing from private sources • Incentives for seed production (Gujarat) • Increased procurement of seed by State agencies

Rainwater harvesting • Construction of water harvesting structures • Farm ponds and dug wells on farmers’ fields • Village ponds • Involve NRAA in planning and implementing the rainfed area development programs • Converge the efforts of various schemes like IWDP, NWPDRA, BRGF, NREGA etc for supporting water conservation efforts • Increase water use efficiency by promoting micro irrigation in the created farm ponds • Take up crop development programs like NFSM, ICDP on priority in the developed fields Launch a campaign to arrest the flow of rain water in the nullahs by constructing temporary bandharas – Gujarat, Maharashtra experience Launch a campaign to construct farm ponds, recharge dug wells – Converging NREGA, IWDP and NWDPRA

Enhance Rabi productivity • Plan supply of inputs – Seeds, Fertilizers, Soil ameliorants, Pesticides and ensure their timely placement in the blocks • Ensure synchronized working among agriculture, irrigation, rural development, power, finance, seed and fertilizer suppliers and cooperatives – KrishiMahtosava of Gujarat ? • Use funds available in the States under Centrally sponsored schemes, MMA, NFSM, ISOPOM and RKVY – Delegate, decentralize decision making ? • Launch a campaign to increase credit availability • Issue new Kisan Credit cards and renew expired ones • Meet Banks to reschedule loans in affected areas • Focus on potential districts for closer reviews • Strengthen Extension mechanism – on contract, retired officials ? • Involve SAUs and KVKs • Increase field visits to resolve issues on the spot

Sum Up • Extra ordinary situation requires extra ordinary solutions where business as usual approach will not yield desired results • Campaign mode implementation is needed to salvage the losses and ensure a better Rabi crop season • Supporting the farmer with timely inputs would help save his crops • Productive water harvesting structures could be created by converging the schemes NREGP, IWDP, BRGF, NWDPRA- Expertise of NRAA could be sourced • Implementation of the Schemes should be geared up with focus on covering more Rabi area • Boro Rice, Pulses in rice fallows, Relay and intercrops
