  5. CCJO - What it is / What it isn’t • CCJO is … CCJO is not …

  6. Approach Purpose: To establish a deliberate framework for the revision efforts of the Capstone Concept for Joint Operations. Method: We will accomplish CCJO revision through a deliberate and event driven approach refined with decision points that enable maximum concept community participation / interaction, interagency involvement and facilitates expedient resolution throughout the process. Endstate: A refined Capstone Concept that fully incorporates future operational challenges, remains a central guide for other concept development and potentially informs strategy and other joint force processes, procedures and /or programs.

  8. Revision Process Objectives • Improvement • Addresses all four challenges equally • Future focus • Assessable • Direction • Each step of process fully developed • Each step of process wargamed • Process flexibility…branches and sequels • Process simplicity but not simplified • Buy in • Early and often • Community identification / role delineation • Theme (one theme…one product) • Gain / Retain consensus momentum; acceptance

  9. Revision Sources • Key sources of revision impetus: • CJCSI 3010.02B • JOpsC Assessment / Experimentation • CCJO Survey • Assessment of CCJO Solution Application • Assessment of JOC Ends, Ways, Means • Joint Command and Control Structure Evaluation • International Red Team (Project Mirror II) • IDA Study Review • IDA Experimentation Review • Strategic Guidance Review • Joint Capabiity Areas (JCAs) • Joint Operating Environment (plus classified docs)

  10. Pre-Revision Steps 1 3 2 • COA Development • Generate Options / Solutions • Option / Solution Analysis (wargame) and decision • Refine way forward • Refine branches and sequels • Revision Execution • Initial Analysis • Develop Outline • In Progress Review (OPSDEPS) • Write Initial Draft • Red Team Review • Update Concept • Planner Level Review • LOE / Wargame (if app) • Update Concept • G/FO Level Review • Comment Resolution Conference • Final Draft for Approval • Pre-Revision Analysis • Analyze strategic guidance (gather intent) • Review IPB (JOE) • Identify required Facts and Assumptions • Identify specified, implied and essential actions • Identify constraints • Develop Proposition Mechanism: Internal assessment . Mechanisms: Internal assessment, community buy-in . Mechanisms: JSAP/ IPR / Workgroup

  11. SCOPE Proposition To revise a capstone concept whose purpose is to lead force development and employment primarily by providing a broad description of how the future joint force will operate. The focus of CCJO revision efforts are designed to project conceptual yet relevant ideas about joint force warfighting and capabilities across the range of military operations in the far term as aim points to guide evolutionary and / or revolutionary change within the joint force. 13. Essential Elements of Analysis • EEA 1 – What are the necessary insights that drive revision efforts? (if any) • EEA 2 - What insights provide focus to the revision efforts? • EEA 3 – What are the critical barriers / constraints to revision efforts? • EEA 4 – What are the key events / actions that need detailed development IOT achieve / retain revision momentum? Where are the decision points?
