  3. The overall objective of M&E is to ensure and demonstrate project progress and impact M&E report M&E process Achieve continuous improvement Demonstrate the progress and impact of AdaptCap

The AdaptCap M&E System builds on the LogFrame Support lasting poverty reduction (MDG 1) and ensure environmental sustainability ( MDG 7) , achievement of targets under the Indian National Action Plan on Climate Change (NAPCC) Impact Reduce the vulnerabilities of coastal communities in AP and TN to climate change risk, improve their living and environmental conditions, security, and health and Disseminate knowledge internationally Outcome    Coastal communities implement well-directed and locally adapted concepts and approaches for adaptation and mitigation of climate change and disaster risk reduction. Technical and management capacities of local constituents to respond to climate change are strengthened by using CCA, CCM and DRM measures Enhanced local public awareness, national, regional and international experience exchange on coastal community CCA, CCM and DRM Suitable CCM/CCA technology and methodology are applied in infrastructure of coastal communities Expected result WP 3: Capacity Building for communities, local authorities and CBOs on CCA, CCM and DRM WP 1: Creating, Adapting and Implementing approaches for CCA, CCM and Reduction of Vulnerabilities in Coastal Communities WP 2: Pilot Initiatives to Adapt to and Mitigate Climate Change in Communities through Technology Transfer WP 4: Public Awareness Campaigns, Visibility and Networking Output

  5. The general M&E framework seeks to capture project progress and benefits across the work packages indicators

  6. The M&E framework for pilot measures seeks to capture effectiveness and benefits of each pilot (1) Vulnerability Reduction Quantitative indicators for benefits of each pilot (2) Acceptance, feasibility, costs + Realisation of project evaluation criteria from EoI (3) Side effects

Indicators for work package 1 Expected result Coastal communities implement well-directed and locally adapted concepts and approaches for adaptation and mitigation of climate change and disaster risk reduction translate into Success indicators • At least 12 local authorities on PRI level integrate CCA & CCM in their plans and strategie • At least 12 villages have adopted new approach to CC, e.g. Climate Action Plans • At least 12 villages conduct adaptation activities benefitting 6000 people at EOP (end of project) • 24 community task forces formed and strengthened, workshops conducted

Impact of Pilots Implemented in Andhra Pradesh – Few Glimpses • Nellore • Reduction in Non working days in the rainy season leading to an increase in income of small business owners in Sri Ramapuram • Saving of water and energy in Poovula Doruvu • Prakasham • Assured clean drinking water available in Dasraju Palli • Increased capacity for Rain water storage in Motumala • Saving of energy and Assured clean drinking water available in Vengamukka Palem • Vishakapatnam • Improvement in water quality in Chepala Dibbada Palem • Enhancement in health and safety for women and reduction in GHG emissions in Govupeta

Impact of Pilots Implemented in Tamil Nadu– Few Glimpses • Nagapattinam • Protection of Agriculture land from flood and salt water intrusion in Kumarakudi • Protection of fishermen and families from flood events in Perumelpattai • Assured clean drinking water available in Pillai Colony • Cuddalore • Increased capacity for Rain water storage in Chinnakaramedu • Increase in harvest of crops in Kaduvetti • Protection of Agriculture land from flood and salt water intrusion in Nadupalayam • Thiruvallur • Saline free drinking water assured in Kadapakkam • Increase of agriculture command area in Thangal Perumpulam • Independence from grid power outages for street lightning in thirumalai Nagar

Indicators for work package 3 Expected result Technical and management capacities of local constituents to respond to climate change are strengthened by using CCA, CCM and DRM measures translate into Success indicators • At least 36 local, 12 urban, 6 urban/rural, 2 regional capacity building workshops conducted with up to 1100 training participants enhancing their capabilities for decision making on CC • CCA and CCM guide for PRI bodies existent and are in use in 12 communities • At least 2 networks on climate change and DRM set up between local and regional bodies
