SOCIAL ENTERPRISES – A KEY PART OF THE SOLUTION • Self-sustaining businesses earn revenue and reinvest in hiring and supporting more people. • Sell products and services in the competitive marketplace and hire employees who would otherwise not have much hope of finding/keeping a job. • Improves lives, strengthens families and communities, and helps spending for government programs go further. • We all benefit from living in a society where everyone has the opportunity to contribute.

LA COUNTY SOCIAL ENTERPRISES PREFERENCE & CERTIFICATION PROGRAM Social Enterprise Preference (SEP) Program • Modeled after State of California’s 2016 SB 1219 • Assist businesses that have integrated a social mission into their business model • Provide Certified Social Enterprises a 15% Price Preference when competing for government contracts • First of its kind program in the Nation that seeks to leverage the County’s purchasing power to aid mission-driven organizations with a competitive advantage • 175 organizations certified as SEs

LA COUNTY SOCIAL ENTERPRISES MASTER AGREEMENT Social Enterprise Preference (SEP) Program • County SE Certification allows organizations the opportunity to be pre-approved under a Social Enterprise Master Agreement (MA) • The MA allows pre-qualified SEs to perform various services, on an as-needed basis. • Purchase order awards can be expedited under delegated authority to WDACS. • We are extending that authority to other County departments

GOVERNMENT INVESTS IN EMPLOYMENT STRATEGIES TO ADDRESS HOMELESSNESS CRISIS • LA County voters approved Measure H: $355 million for 10 years to implement 52 strategies to address homelessness • LA City voters passed Measure HHH to provide $1.2 billion to pay for housing thousands of homeless in LA City • With these investments, the leveraging of Employment Services as an integral part of addressing housing stability.
