  4. Performance Type Requirement The MUOS is being built with a world wide Capacity requirement of 1997 accesses worldwide And a data rate of 39.2 Mbps. The capacity required In a single Theater of Operations is 9.8 Mbps. Capacity The MUOS must have the capability to dynamically Reconfigure networks within 5 minutes. Feedback Must be delivered to some users in 6 seconds. Survival messages must be delivered in 5 seconds.
