  3. Reasons for the PMT • Joint Vision 2020 emphasizes interoperability and joint & coalition warfighting • DoDD 5000.1, 12 May 2003 E1.13. Interoperability. Systems, units, and forces shall be able to provide and accept data, information, materiel, and services to and from other systems, units, and forces and shall effectively operate with other U.S. Forces and coalition partners • Linkage between ISA and DoD implementing documents not always evident

  4. Joint Materiel StandardsRoadmap (JMSR) • USD (AT&L) • JMSR establish filter elements for standards to support JV 2020, QDR, and Future Logistics Enterprise (FLE) • Resultant standards included in Program Manager’s Tool (PMT)

JMSR Criteria(Standards Must Meet at Least One) • Supports DoD operational requirements for achieving capability to accomplish approved military objectives, missions, or tasks • Ensures interoperability for a “family of systems,” between systems, subsystems, or materiel within a Service, among Services, or with military treaty organization allies • Needed to meet goals of the FLE for enhanced readiness, reduced logistics footprint, complete supply chain visibility, improved transportation, or reduced and improved maintenance • Needed to ensure safety

Description of PMT • The PMT will: • be web based • provide an organized and technically based route for selecting standards needed to meet materiel interoperability, engineering, logistics readiness, safety, and other operational needs. • be organized around modified Work Breakdown Structure including additional categories: • Program Offices will be able to: • See which ISAs (and implementing documents) affect their systems (whether already fielded or in development) • Determine impact of use or non-use • Build a profile for a system/sub-system • Track changes

Selecting Standards • DoD relies on more than 30,000 different documents for design and procurement: • performance specs & commercial item descriptions • international standardization agreements (ISAs) • non-government standards • military & federal specifications and standards • Initial focus on 800+ materiel-related, active ISAs and implementing documents • Next, mandatory (SD-21) and select NGS
