Background • Technical Manuals Consist of Paper, SGML Variants, IETM’s, PDF and IPDF • Central Management Is Difficult Due To Technology • Continue To Pursue Standardized Approach For Managing: Create, Package, Change, Distribute, Publish and Access • JCALS Not Effective For USMC: Require Publishing System That Supports TM Management & Data Centric Business Activities • Completed a Study Defining our Future State Requirements

Service Data Management • OSD Service Data Management (SDM) • Architecture for Logistics Enterprise Systems & Data, Including TMs • COTs-Based Business & Framework • SDM’s Initial Focus: TMs • Phase II of SDM Is The “Proof of Concept” • The Marine Corps Pilot Is The Light Armored Vehicle (LAV)

  4. SDM to add Value • Identify And Map TM Data Structures • Standardized Conversion process • Marine Corps Can Benchmark Pilot Outputs To Convert TMs To One SGML/XML Structure Aligned To S1000D • S1000D Content Tagging Will Enable TM Data Re-Use For other Marine Corps business activities

  5. Change Areas • Change From Format Document Type Definitions (DTD) To Content • Using S1000 SGML/XML Content Tagging Will Require New H/W, S/W, TM Processes and Tools • Will Receive Prototypes Of The Above At The Conclusion of Project

How do we get there? • LAV data (including graphics) will be converted to S1000D. • Conversion Specifications Will Be Produced To Serve As The Model For Future Marine TM Conversions • Marine Corps will convert legacy TMs to USMC V1 DTD • Predicated upon NAVSEA C2/38784 until S1000D Availability

  7. Schedule • Output of SDM Phase I Received in Feb FY04 • Phase II Ramping • USMC To Execute Analysis on S1000D Migration issues in FY04: Funding • Adapt S1000D on New Acquisitions FY05
