  10. AQUINO Administration (1986-1992) May 23, 1989 Sen. Arturo Tolentino & Former Solicitor Gen. Estelito Mendoza submitted a petition to compel the issuance of the Marcos’ family travel documents to return to Philippines. The Aquino gov’t refused to allow the Marcos’ on the ground that their return would endanger the national security and the national interest of the country.

AQUINO Administration (1986-1992) October 13, 1989 The Court declared the power of the President to bar a Filipino citizen to return to his country a residual power, which is lodged in the executive power of the President. Chief Justice Marcelo Fernan labelled it as a Presidential Prerogative.

  12. AQUINO Administration (1986-1992) September 28, 1989 Mr. Marcos has already died in Honolulu. Finally, the Philippine gov’t allowed Imelda Marcos to return to the Philippines. She then placed Marcos’ remains in a refrigerated crypt in IlocosNorte (home province, 1991).
