  1. Standard Operating Procedures/Letters of Agreement Overview and Demonstration Demonstration and Prototyping Information Exchange Briefing Jim Baney, CNA November 3, 2010

  2. Project Background • Goal • Manage the collection, storage, and dissemination of constraints on National Airspace System operations contained in Standard Operating Procedures (SOPs) and Letters of Agreement (LOAs) • Potential Operational Benefits • Wide distribution of information to users who are unaware of it • Digitization of information and interpretation of it by automated decision support tools

  3. LOAs/SOPs published internally through the Facility Directives Repository loa.faa.gov Scanned PDFs Facility manager responsible for maintenance Current Situation

  4. Future Concept Vision: Digital SOP/LOA • Digitally captures, maintains, stores, and distributes key operational constraint data to systems and decision support tools • Supports NextGen operational capabilities

  5. Approach • Develop requirements, demonstrate costs and benefits for AIM Modernization Segment 2 acquisition • Categorize LOA and SOP information • Standardize data model for each category • Develop prototype application • Digital data capture • Data distribution using standard protocols and data formats • AIXM 5.1, WFS, SWIM • Start with • Standard taxi routes information • Runway configuration information

  6. Data Capture Application User builds taxi routes based upon airport data obtained from AIM Airport Data Management service 6

  7. Data Distribution • Provide taxi route data and base airport data via web service • Using standard protocols and data formats • AIXM 5.1 • WFS • SWIM • Demonstrate using commercial viewer client to access data • Also developed calls to WFS within prototype application 7

  8. Future Plans • Continue to develop data models and prototype functionality for SOP/LOA information • Make use of data categorization work as basis for developing common data capture for different sets of information • Further connect with field users to understand operational needs • Collaborate with other AIM programs for capture systems development • SAA: Airspace-related SOPs/LOAs • FNS: Airport-related SOPs/LOAs • Collaborate with JPAMS for document management system development • Provide inputs to technical and business case for AIM Modernization Segment 2
