  2. GSA establishes per diem rates for the continental United States (CONUS) plus the District of Columbia, providing the maximum reimbursement allowances to federal employees on official travel. 2

Lodging Rate Methodology • Federal lodging rates are based on the Average Daily Rate (ADR) (derived by using actual lodging industry data that shows the average rate that rooms rent in a given area) • Hotel & Motel Fire Safety Act of 1990 • We only use mid-priced properties when looking a particular location 3

  4. Lodging Rate Methodology • ADR data used is from a 12-month period (April through March) • ADR data used is from the business travel week (Monday through Thursday) • Ceilings and Floors ($49) 4

  5. FY10 Annual Lodging Review • ADR data revealed many lodging markets are now being affected by the current economic downturn • OMB revalidated our current methodology for setting lodging rates, which reflect the marketplace and is based on industry-provided data. 5

  6. FY10 Lodging Results (Unofficial) • Overall lodging dollar impact will increase 0.6 percent • In contrast, FY09 lodging dollar impact was 5.3 percent (FY07-F09; 6.8 percent) 6

  7. Per diem rates will be posted by Sep 1 • Meal rates adjusted (last increase was FY06) • Incidental expenses rate adjusted (last increase was FY04)
