  3. Unified Carrier Registration Best Practices • 2007 Registrant Population • 365,000 “Known” Registrants (Some activity in MCMIS) • 237,250 Paid Registrants (65% Collection Rate Using Ratio of Collected Fees) • 127,750 “Known” Registrants That Have Not Paid 2007 UCR Fees

Unified Carrier Registration Best Practices • What Can This Group Do? • Identify Registrants Based in Your State Who Have Not Paid Their UCR Fees • Use Existing Info from SSRS Registrants Including Those Based Outside of Your State • Contact Other Agencies in Your State to Help “Find” These Unpaid Registrants • Get Your State’s Law Enforcement Involved at Roadside

  5. Unified Carrier Registration Best Practices • Identify Registrants Based in Your State Who Have Not Paid Their UCR Fees • Use Databases Provided by NY State • Registrants Based in Your State • Paid Registrants From all UCR Systems • Develop Target Unpaid Registrants List

Unified Carrier Registration Best Practices • Use Existing Info from SSRS Registrants Including Those Based Outside of Your State • SSRS Transmittals Included Registrant Info • Both Domiciled in Your State and Those Traveling in Your State • Compare to Target Unpaid Registrants List • Compare to Information on All Unpaid Registrants – Determine if Still Traveling in Your State

Unified Carrier Registration Best Practices • Contact Other Agencies in Your State to Help “Find” These Unpaid Registrants • IRP Agency and IRP Clearinghouse • Motor Vehicle Agency for Full Plate Registrants • IFTA Agency and IFTA Clearinghouse • Department of Revenue for State Income Taxes • County/City Agencies for Local Taxes and Fees • Secretary of State Information
