Important successes in the first half, but we need serious acceleration now Focus should be on national and local level resourcing and implementation issues Strong emphasis is required on reaching excluded regions and people, including women Disaggregated performance monitoring and reporting in the public domain is essential 1

For achieving any of these, citizens agency and public accountability is central The UN system at different levels has played a pivotal role in enhancing state accountability by creating legitimate space for citizens-state dialogue, Parliamentary oversight, media debates etc. – the Philippines and Nigeria case studies are good examples on the MDGs. But these tend to be exceptions and very personality-dependent 2

MDGs are often seen as an UNDP mandate; UNDP itself is quite strongly project-driven; Within UNDP, governance, human rights, HDR, Communications, UNV, sectoral projects are seen as separate from the poverty team that works on MDGs UNCTs and UNDP need a national MDG Plan of Action for the second half, that is properly resourced Citizens engagement has to be integrated in all aspects of this plan 3

  5. A cross agency MDG working group under the leadership of the RC or a head of agency is required Key global and regional leaders in the UN including the SG, agency heads and Regional Directors have to signal this as important to the UNRCs, through formal and informal channels Real window of opportunity now with strong MDG commitment by not only the SG, several USGs, leadership in Unicef, combined with the High Level Event 4
