FY11 Budget Initiatives • Expand initial sample from 2.9 million addresses to 3.5 million • Improve data collection quality • Annual refresher training and observation for field interviewers • Allocate more hours for telephone interviewing • Enhance subject matter data review • Expand Research and Evaluation Activities • ACS sampling frame • Operational evaluations • Evaluate quality of 5-year estimates

  4. Weighting Issues – Subcounty Areas • Past problems • Solution • Use 3- or 5-year average sub-county total population estimates for MCDs and places over a threshold • Raking technique – so not exact match • Start with 2009 ACS data series

Weighting Issues – Group Quarters • Current Method • Statewide GQ Population Estimates • 7 Major types of GQs • Problems • Inconsistencies in data for counties and smaller areas • Possible Solutions • Adjust ACS to PEP by total county GQ population • Adjust ACS to PEP by county estimates by major type of GQ • Solution Problems • Counties don’t have GQ sample for types of GQs actually in county • Leads to distortions in data

Content Changes – 2010 Content Test • New Questions • Computer ownership/Internet access • Parental place of birth • Revisions • Food stamps • Veteran’s Identification and period of service • Public assistance income • Wages/salary and interest/dividends • Test - September to November 2010 • Production – January 2013 or later

ACS Research - 2009 • Multilingual Brochure • 5 languages • Mailing brochure with in-language assistance numbers improved response rates • In production early 2011 – 6 languages • Additional Mailing • Sent to mail nonrespondents without phone number • Postcard with toll-free number or questionnaire package • Both increased mail response by 1.6 percentage points • Increase covered cost of postcard • Additional postcard starting in January 2011

ACS Research – 2010 • Content test – already mentioned • Messaging Study • Evaluate impact of new letters and envelopes on ACS mail response rates during 2010 Census • Changes intended to • Distinguish ACS from 2010 Census • Tell ACS sample households they are required to answer both • Combinations of letters/envelopes tested during • Pre-census – January-February • Census – March-May • Post-census – June-November

ACS Research – 2011/2012 • ACS Internet Response Mode • March 2011 • Evaluate feasibility of adding an Internet response mode (English/Spanish) for the ACS • Experimentally test various ways of offering the Internet response option in mailing pieces to maximize response • Content Reinterview Survey • Planned to start January 2012 • Look at response error for current questions • Follow-up reinterview • Help determine questions that may need more content testing
