  7. Using Craig as a Proof of Concept Craig has been identified as the proof of concept site to demonstrate the ability of Central Council of the Tlingit and Haida Indian Tribes of Alaska to deploy affordable broadband as part of a nineteen community system.

  8. PHASE 1: Establish Video Conferencing and computer lab in each community.

  9. PHASE 2: Establish Community building network.

  10. PHASE 3: Deploy WiMAX/Wi-Fi to the community building via Fiber Optic Cable

  11. PHASE 4: Deploy WiMAX/Wi-Fi to Tribal member’s homes.

  12. PHASE 5:Deploy WiMAX/Wi-Fi Hotspots within Craig for profit to insure sustainability of the vision of affordable broadband.

  13. PHASE 6: Deploy mobile WiMAX/Wi-Fi to emergency services and other critical community users

  14. PHASE 7: Establish a partnership with local exchange telephone carriers: Alaska Power and Telephone (AP&T) and Alaska Communications (ACS) and Ketchikan Public Utilities (KPU).

  20. Each phase must have a well-defined proof of concept and identify individual components of proof requirements.

  21. Proof Requirements

  22. Prerequisites prior to starting Craig proof of concept are: • Establish approval and support from CCTHITA Business and Economic Development • Establish approval and support from CCTHITA Executive Board • Establish approval and support from Craig Community Association, POWTEC and Klawock Cooperative Association • Define a financial limit available from CCTHITA, Craig Community Association, POWTEC and Klawock Cooperative Association. • Establish a partnership with AP&T and ACS for the Prince of Wales Island. • Complete a fully engineered solution complete with material lists and obtain hard cost estimates from vendors and contractors for each phase, including local, backhaul and POP costs • Insure all other local business such as Craig CATV has an opportunity to participate or establish a partnership if possible • Obtain all necessary permits

  26. PHASE 1: Individual Components 1. Individual bandwidth testing of end user equipment to POP. 2. Actual video conferencing live test to confirm system is operational and proof fully operational. 3. ANSI/TIA/EIA-568-B.1 – Commercial Building Telecommunications Cabling Standard Part 1: General Requirements. 4. ANSI/TIA/EIA-568-B.2 – Commercial Building Telecommunications Cabling Standard Part 2: Balanced Twisted-Pair Cabling Components Standard. 5. ANSI/TIA/EIA-568-B.3 – Optical Fiber Cabling Components Standard. 6. TIA/EIA TSB-140 – Additional Guidelines for Field-Testing Length, Loss, and Polarity of Optical Fiber Cabling Systems. 7. ANSI/TIA/EIA-526-14-A OFSTP 14A – Optical Power Loss Measurements of Installed Multimode Fiber Cable Plant. 8. ANSI/TIA/EIA-526-7 OFSTP 7 – Measurement of Optical Power Loss of Installed Single- Mode Fiber Cable Plant. 9. TIA/EIA TSB-140 Tier 1 Testing – Tier 1 testing is to include the following: Attenuation with an OLTS, verification of cable length, and polarity.

  27. PHASE 2: Individual Components 1. Test CAT 5e cabling and verify connectivity to all end equipment to ISO/IEC AS 61935.1 and TIA/EIA-568-B.2-2 standards. 2. Individual testing of end user equipment to ensure correct operation, network configurationand user rights.

  29. PHASE 4: Individual Components • 1. Test WiMAX/Wi-Fi to industry standards. • 2. Individual testing of end user equipment to insure correct operation and network configuration and user rights.

  30. PHASE 5: Individual Components Test WiMAX/Wi-Fi to attached standards. Individual testing of end user equipment to insure correct operation and network configuration and user rights. 3. Insure proper billing and accounting system is set up and operational.
