  2. What is the Comprehensive Plan? • Required by Kentucky Revised Statutes • A guide for the community for land use decisions to assure development of property in appropriate relationships • Projects ahead 20 years • Must be reviewed every 5 years

  3. Required Elements • GOALS AND OBJECTIVES (must be adopted by legislative bodies) • LAND USE PLAN • TRANSPORTATION PLAN • COMMUNITY FACILITIES PLAN • OTHER ELEMENTS AS NEEDED

  4. Goals and Objectives • Economy and Employment • Land Use • Transportation • Community Facilities and Services • Environment

  5. Economy • Maintain viable economy -Diversity of industry -Educational materials -Job opportunities -Higher paying jobs -Employee training -Public, private cooperation -Regional job development -Access to technology

  6. Land Use • Use Land Wisely • Deliver services efficiently • Protect rural areas by guiding development to USA and rural communities

  7. Land Use - Residential • Provide range of housing types • Protection from heavy thru traffic • Allow appropriate level of business use with adequate buffers • Provide sound, sanitary dwelling • Preserve existing housing and neighborhoods • Identify housing needs • Coordinate public, private housing policies

Land Use - Commercial • Provide adequate, accessible shopping and service facilities -Discourage traditional strip development -Revitalize older commercial areas -Encourage commercial areas within neighborhood plans -Locate appropriately to transportation -High standards of design, including landscaping -Promote waterfront development -Promote creation of significant gateways -Encourage property maintenance

Land Use - Industrial • Promote adequate, attractive and accessible industrial areas - Maintain environmental quality - Utilize transportation systems appropriately - Compatibility with adjoining uses - Proper variety of site sizes and locations - Appropriate vehicular use landscaping to improve appearance - Provide for expansions in logical manner

  10. Land Use- Rural • Reserve for agricultural and other natural resource activity - Accommodate rural residential uses to extent that they do not impact agricultural and natural resource activities - Urban type residential uses and other urban growth should occur in rural communities

  11. Other Goals • Transportation- move goods and people safely and efficiently • Community Facilities and Services – maintain and extend high level of services • Environment – Protect natural environment and fragile lands.
