Operational Plan • The 2004 Presidential Elections will take place on a single day, 9 October 2004 • 4807 polling centres will open across the country on polling day • Each polling centre has on average 4 or 5 polling stations • Polling stations will serve on average 400 to 500 voters, though they have capacity for 700 voters • Around 120,000 polling staff will be employed • The key role of District Coordinator will be filled by experienced staff trained under the VRP • Material deliveries have reached all the provinces • Transport from the provinces to the polling centres will occur this week.

Logistics To date, the logistics department has used or distributed • 25,000 ballot boxes • 17.5 million ballot papers in-country • 4 million ballot papers in Pakistan and Iran • 25,000 polling kits • 170 containers (which come and go) each container carrying up to 8 tons of material • 110 trucks (rented) • 2 aeroplanes, carrying up to 150 tons each • 4 Mi8 helicopters • 6100 Thuraya phone • An unknown number of donkeys

Civic Education • Voter registration was conducted alongside a civic education campaign that included the participation of all segments of the population, with particular emphasis on women, minorities and kuchis. • Radio has been used extensively to broadcast election information • Approximately 1,500 civic educators have been employed across the country to inform people about the elections, using: • over 3.5 million registration/election posters • 2,000 copies of 3 different flip charts, handbooks and backgrounders for civic education programs • 23 leaflets, 300,000 copies each • 300,000 mock ballot papers
