  4. CADASTRAL WORKS in TURKEY Throughout Turkey, cadastre services are carried out by 81 Cadastre Directorates under 22 Regional Directorates.

  5. CADASTRAL WORKS in TURKEY STAFF STATUS • In our country, the cadastre works are carried out by the abovementioned staff members. • Since the Cadastre Works are at the completion stage, the existing staff has started to work in the 22/a Implementation (Renovation).

CADASTRAL WORKS in TURKEY Importance of the Land Registry and Cadastre Information Title Deed • According to Turkish laws (Turkish Civil Code), one’s right of ownership (title) to a real property is only legally confirmed upon its entry into the Title Deed. • and • that such right of ownership is enshrined in theCONSTITUTION, • land registry and cadastre information is the source of information constituting the legal and technical basis for all kinds of land-related investments and projects.

CADASTRAL WORKS in TURKEY History and Legal Ground of the Cadastre Works in Our Country Cadastre activities first started with the“Provisional Law on the Register and Restriction of Real Property on 5 February 1912”. After some changes, and revisions on this Provisional Law, aCadastre Law no. 3402 was passedon10 October 1987. Since then, all cadastral activities have been carried out within the scope of this law. Beginning from 2005, cadastral services have been made by private sector under aiming at completion of cadastral maps nationwide.

Aim of the Cadastre Law no. 3402; According to country coordinate system, based on the cadastral or topographic cadastral map of the country,to set the land register foreseen by the National Civil Law no. 4721 by defining their legal status by indicating the borders of the immovable properties on the land and map andto build the infrastructure of the spatial data system.   15. COMPLETION OF FIRST CADASTRE • AT YEAR 2003 25 % OF LAND PARSELS WERE NOT REGISTERED OR CADASTRED. • IT IS PLANNED TO COMPLETE FIRST CADASTRAL WORKS IN 4 YEARS. • FIRST CADASTRE WORKS ARE OUTSOURCED. • WORLD BANKARIP PROJECT AND GDLRC REVOLVING FUND RESOURCES HAS BEEN USED.

COMPLETION OF FIRST CADASTRE • In our country, the cadastre works are at the completion stage, and the cadastre directorates have initiated works on; • 3402/22-a Implementation (renovation), • Digitizing the cadastre sheets that are not graphical (numeric), Thus the existing staff has been assigned for those works.

  21. As a result of the inventory works obtained from 22 Regional Directorates, it has been found out that a total of(8.010.583) parcels need renovationin Turkey. It is planned to complete the renovation of a total of(4.100.000)parcels with World Bank loan within the scope of the Land Registry and Cadastre Modernization Project (TKMP).
