Development Objectives (DOs) The project seeks to reform and modernize the Russian Customs administration by: Promoting internationally acceptable practices to process trade flows, to further integrate Russia into the world trading community Increasing taxpayer compliance with the Customs Code and ensuring uniformity in its application; and increasing transparency, equity and predictability in customs operations And as a result, improving the investment climate and securing the benefits from foreign and domestic investments in the economy Note: The project supports the 3-year Targeted Program for Development of Customs, and the Targeted Program on Development of Customs Service for 2004 – 2008. DO: Promoting International Practice Adopting Revised Kyoto-based Customs standards that facilitate trade through the implementation of procedures to expedite the processing of low-risk transactions while improving the detection and prevention of contraband Facilitating international commerce and accession of the Russian Federation to the World Trade Organization (WTO) Fostering a stronger partnership between Customs and participants of foreign economic activities Transforming the mindset of SCC officers towards the trade activity from one of protection of the domestic economy to one of facilitating legitimate international commerce Russia CDP

DO: Promoting International Practice (cont) Implementing improved business processes and automated systems designed to increase efficiency, and reduce discretion and opportunities for rent seeking behavior Modernizing the Information Technology infrastructure of the SCC Adopting standardized, highly automated operational procedures, including electronic filing of declarations Adopting e-Government facilities for information and interaction with the trade community Further developing the current self assessment system Introducing risk management as a key element of operations Russia CDP

DO: Improving Compliance and Service Adopting countrywide standard highly automated procedures to facilitate voluntary compliance and reduce compliance costs Improving the knowledge and training of participants in foreign economic activities about the customs laws and procedures Improving transparency, uniformity and predictability of Customs actions Implementing efficient dispute resolution procedures Improving enforcement capacity against smugglers and tax evaders through improved risk management, intelligence, investigation, and more efficiency of inspection activities, including post-release audit of goods and vehicles Russia CDP
