  1. JOINT LOGISTICS EUCATION, TRAINING, AND EXPERIMENTATIONTRANSFORMATION (JLETT) WORKING GROUP WJTSC 10-2 Mr. Warren Bizub, JFCOM J7 20 September 2010

  2. Purpose • To provide a forum for implementation of some of the JLETES recommendations. • To update on actions taken thus far to implement or modify recommendations made by the JLETT Joint Logistics Education, Training and Exercise Study (JLETES). • The working group will also discuss and identify additional actions or requirements necessary to improve Joint (Interagency and Multinational) logistics education and training.

  3. Overarching Recommendation 1: Establish Governing Authority for Joint Logistics Education and Training • The ownership of the Joint Logistics COMPASS Logistics Education Plank was transferred in 2009 to the Center for Joint and Strategic Logistics (CJSL). (Director for Logistics Annual Guidance for 2010) • Recommend CJSL present plan for governance structure as described in updated JLETES to Joint Logistics Board for approval (and J7? NDU?) • Or • Joint Logistics Boards charter says (need to find copy) • The Joint Command and Control

Overarching Recommendation 2: Develop a Joint Logistics Advanced Knowledge Management System • Numerous systems are out there but not necessarily linked that could be leveraged in the stand up of a Joint Logistics AKMS including: • The DAU ACC Logistics Educators Site has not been updated since 2009 • OSD (LM&R) Supply Chain Integration website • The LOG CoP Training Center provides information on Logistics DAWIA certification requirements, continuous learning courses, as well as resources and links to education and training opportunities for logisticians inside DoD and via public/private institutions. • Defense Acquisition Portal Communities of Practice • OSD (AT&L) Knowledge Sharing System • Recommend stand up of working group under Joint Logistics Board to make recommendations on best way ahead for Joint Log AKMS and brief at next WJTSC to include USJFCOM, JS J4, CJSL, DAU, USTRANSCOM, etc.

Other JLETES RecommendationsQuick Help for the Joint Logistics Warfighter • Joint Knowledge On-line Joint Logistics and Planning Courses • Recommended action - USJFCOM JKDDC Joint Management Office, JS J4, and CJSL create advertising campaign for the over 40 planning and logistics-related JKO training courses currently available for CCDR Joint Logisticians including areas of deficiency including: • Joint Planning • JOPES • Working with Interagency, Multinational, and Non-Government Organizations • JTF Logistics • Deployment and Distribution • Theater Logistics Operations • Operational Contract Support • Port Opening • Etc.

Other JLETES RecommendationsQuick Help for the Joint Logistics Warfighter (con.) • Access to Joint Logistics Materials and Links • Recommended action - JS J4 update DAU ACC Logistics Educators page with available joint logistics and planning source material and links including: • Joint Operational Art and Campaigning Primer • NATO Coalition Handbook for Logistics Support of Civilian-led Humanitarian Assistance/Disaster Relief Ops • DAU Logistics COP Training Center • JTF Headquarters Training Guides • Joint Contingency Contracting Handbook • Etc.

  7. Other JLETES Recommendations • Searchable Joint Logistics Education and Training database • Recommended action: CJSL leverage existing USTRANSCOM Logistics Education and Training database and JLETES Education Landscape to create complete database and host on DAU ACC Logistics Educators page or NDU website. • Education and Training Coding of Combatant Command Joint Logistics Billets • Recommended actions: • USTRANSCOM brief the process of how they coded all their joint logistics billets with required education/training at WJT&SC 11-01 • JS J1 and J4 or CJSL review CCDR logistics billets, code similar ones, and map appropriate courses to each and document in the electronic Joint Manpower Personnel System (eJMPS) • Lack of Planning Proficiencies in Joint Logisticians • Recommended Action: NDU re-evaluate decision to shut down popular one week planner’s course – Joint Planning Orientation Course that previously taught over 1400 annually for over 20 years

Other JLETES Recommendations (con.) • WJT&SC Joint Logistics Working Group • Recommended Action: JFCOM J7, JS J4, and CJSL continue to use this forum to address Joint Logistics Education and Training issues especially in lieu of discontinuance of the Joint Logistics Development and Education Forum • Use of Real World Joint Log Systems in Combatant Commander Exercises • Recommended Action: USJFCOM and USTRANSCOM Logistics Exercise Planners develop way ahead to increase use of real world systems in exercises to be briefed at future WJT&SC
