  3. Current Situation • Dependence on donors • Borders closed • Political divisions WB & Gaza • Newly appointed staff in hospitals • Tired infrastructure • Services (electricity, water, waste) weak

  4. Borders Closed • Supply chain interrupted • External training access denied • Inability to compare

  5. New Staff • BME • History (inventory, equipment) • Systems (purchasing, PM) • Clinical • Training needs

  6. Tired Infrastructure • Aging buildings • Changed service provision • increased number • different services • new clinical procedures

  7. Detailed Hospital Assessments • ICRC focuses on emergency surgery • 8 Gaza MoH hospitals assessed • ER, OT and ICU departments inspected • Missing and broken equipment identified

  8. What Is Possible Now ? • Stocktake • Rationalize inventory • Build systems • Innovate

  9. Stocktake • Create inventory • Medical equipment • Spare parts • Suppliers • Match inventory with clinical requirements

  10. Rationalize Inventory • Dispose items which will not work • Redistribute any surplus • Maximize uniformity where possible

  11. Build Systems • Inventory management • Routine servicing program • Breakdown repair system • Purchase of spare parts • Method for prioritization of jobs • Planning new equip requirements

  12. Innovate • No spare parts • Scavenge • Substitute • Make • Research • Internet • Library

  13. ICRC And Medical Equipment • Audit status in ER, OT & ICU • Purchase spare parts and equipment to meet needs • Renovate infrastructure • Coordinate medical goods into Gaza • Report to MoH and to other donors

  14. Other ICRC Health Programs • Supply drugs and disposables • Monitor patients' access outside Gaza • Strengthening EMS (MoH & PRCS) • Teaching about "protection of medical mission"
