  6. Controls Replacements 23 DDC controls projects are in some stage of construction from planning/design to final punch out/warranty. Replacement done through: • Design and Construction new or renovated buildings • Infrastructure Engineering –Replacement • Energy Management – upgrades/replacements/modifications • ESCO – New or replacements

Energy Performance Contract/ ESCO • 106 Buildings • 10,453,683 Square Feet • $19,313,572 investment • $2,470,448 estimated annual savings • 7.8 year simple payback Preliminary work/feasibility/RFP began 2001 Construction started 1/2003 - Completion August 2006 Contract is “turn key” design build. FCPS dedicated no full time project manager. Part of coordinator time plus 1-1/2 inspectors. ESCO provides design.auditing engineers and project management resources. Up to 4 full time PMs at times. Most work occurs and is managed at night.

Energy Performance Contract/ ESCO Other Projects in Contract: • Window upgrades • Tridium Integration with legacy EMS • EMS installs and replacements • Automated Meter Reading • Boiler Tune-ups • Pneumatic Tune ups • Boiler Conversions (electric to gas) • Trailer Controls - Bard controllers • Chiller monitoring (Carrier)

Other Stuff • Energy Watchdog for bill tracking • Energy Management Web Portal • EKA automated meter reading upgrade to server • US EPA Energy Star Portfolio/ • SchoolDude/FSDirect scheduler • Modular building web base thermostat upgrade • Training program for HVAC and Operating Engineers • Reverse auction for gas via Washington Council of Governments COG • Migration to “web based” 632 EMS devices with IP address - had one device in 2003. • Migration to graphical/web interfaces - 147 graphical systems – had one in 2003

  11. New stuff in the pipeline…. • New Construction is being designed to Collaborative for High Performance Schools (CHPS) standards. Emphasizes energy use (lighting and HVAC) more than LEED ( NOT doing LEED) • Geothermal heat pumps - evaluating now – expect to start using them soon. • PJM Demand response program pilot in 5 schools • Switching 2 schools from VEPGA 130 to 132 schedule as pilot. • Formal internal energy audits of schools by engineer with improvement tracking.
