  1. Chapter 10: The Vice Presidency For the 1st 150 years, the VP played no role in American Government. Since WW II, the VP has assumed greater responsibilities, and has blossomed into the 2nd most powerful position in Washington. Only power given to the VP in the Constitution was – to preside over the Senate The Early Years – Loser of the Presidential Election became VP – the second most qualified. Changed with 12th Amendment – established separate ballots for the election of the president and VP. Pres’ running mate becomes VP, not the best Presidential loser.

Chapter 10: The Vice Presidency Vice President as Successor The VP’s most important duty is to succeed the president in the case of a death, resignation, or incapacitation. 25th Amendment - Four points of succession process: President dies or is removed from office. Office of VP becomes vacant, Pres. nominates a VP to be confirmed by a majority in both houses of Congress. If Pres. is temp. unable to perform Pres. Duties, Pres must inform Speaker and Pres pro Tempore in writing, VP becomes acting Pres. Once Pres. is ready to resume duties, must do the same in writing to be pres., again.

Chapter 10: The Vice Presidency Vice President as Successor 25th Amendment - Four points of succession process: If the majority of cabinet members (as well as VP) determine that the president is unable to execute the powers of the office, they must inform the Speaker of the House and the pres. Pro tempore of the Senate in writing, at which time the VP becomes active pres. Selecting the VP – Most running mates were selected by political party bosses (backroom negotiations and compromises among party members) Today, search committees are formed to produce a “short list” of potential running mates. Why?

  4. Chapter 10: The Vice Presidency Selecting the VP - Why? Factors to Consider: Regional Balance – Need to have separate regions of the country on the presidential ticket. Ideological Balance – Helps a presidential ticket appeal to a wider audience. (Liberal/Moderate; Moderate/Conservative) Carrying a State – Need to carry an important state Buzz Factor – Need to have a running mate who can possibly change the dynamics of the elections. Who would be the best president – Nominee would make a good president.

  5. Chapter 10: The Vice Presidency VP’s Campaign Role Serve as the “Hatchet Man” – cutting down the opposition with sharp attacks. Vice Presidential Debates – Speak with civil or forked tongue about opposition. Debate usually has no impact on election other than letting the country know what type of person could be only a final heartbeat away from becoming the president. Fundraiser – Whoever can bring the money to the party. Office is becoming more and more one of the most powerful offices in Washington.
