  11. Warning Order – Purple Solace Purpose – This is a Warning Order. Request USEASTCOM Commander's Estimate with a recommended Course of Action for President and SECDEF consideration by COB tomorrow.

  12. Warning Order – Purple Solace Situation– General Following an earthquake of magnitude 7.8 at 12:05 am Cameroonian time, Mt. Cameroon exploded seven hours later in a cataclysmic eruption causing an ash cloud that rose 25 kilometers into the air in 15 minutes and blanketed 75 km of the countryside with 728 mm of ash. The ash has now drifted approximately 200 km into Gabon. Cameroonian officials believe at least 3,700 people are dead. The GOC reports severe damage to the region South of the volcano, water pollution, air contamination, and civil unrest. The US Ambassador to Cameroon issued a disaster declaration cable and the GOC is requesting assistance from the United States. POTUS has directed COMUSEASTCOM to develop options in response to this crisis.

Warning Order – Purple Solace Situation– Political The potential for further deterioration of the humanitarian situation and threats to internal security within the host nation could be curtailed through quick action to assist the GOC in providing security throughout the country while allowing governmental and non-governmental ( NGO) access to the affected areas and internally displaced persons (IDP) camps.

  14. Warning Order – Purple Solace Situation– Host Nation The ability of the GOC to provide host nation support to disaster victims or secure areas for internally displaced persons has been seriously degraded.

Warning Order – Purple Solace Situation– Assumptions • Extended DoD participation in Cameroon recovery support will impact Global Force Posture/Capability. • GOC/UN and Participation Nations sustain their Will to follow through with commitment to HA/DR efforts. • GOC/UN continues to develop capacity, provide support, and coordinate HA/DR activities. • National Command Authority will continue to fund recovery efforts through other than Title 10 authorities.

Conduct military operations to assist the GOC in establishing security within Cameroon to facilitate the introduction of GOV/NGO to provide humanitarian assistance. Minimum forces necessary to successfully accomplish tasks should be scheduled for deployment. Concentrate planning on alleviating suffering and coordination with USG, HN and international aide organizations.

  19. Warning Order – Purple Solace CIVIL AFFAIRS. THE JTF HUMANITARIAN ASSISTANCE COORDINATION CENTER (HACC) ASSISTS IN THE SYNCHRONIZATION OF THE PLANNING AND EXECUTION OF FOREIGN HUMANITARIAN ASSISTANCE TO FUSE JTF COMMANDER’S AND OTHER USG AGENCIES, NGO’S, AND PARTNER NATIONS RELIEF EFFORTS. AS SUCH, THE HACC IS THE SINGLE POINT FOR ALL JTF CIVIL AFFAIRS ELEMENTS TO AFFECTED OPERATIONS. ALL JTF CIVIL AFFAIRS ELEMENTS WILL PROVIDE THE HACC A CONCEPT OF OPERATIONS AND SHARE ASSESSMENTS, PROJECT NOMINATIONS/STATUS, AND RELEVANT CIVIL INFORMATION. THE HACC IS RESPONSIBLE FOR FUSION OF CIVIL INFORMATION FOR THE JTF TO EFFECT APPROPRIATE EXPLOITATION.

  20. Warning Order – Purple Solace Execution – Civil Affairs Guidance - Objectives • Facilitate or coordinate essential population control measures to minimize civilian interference with military operations. • Assist command compliance with operational law or humanitarian requirements meeting essential civilian populace needs. • Determine/reconfirm indigenous and host-nation support capability or resources for military operations. • Assist in obtaining indigenous and host-nation support capability or resources for military operations. • Support humanitarian operations. • Facilitate commander's activities in achieving developmental goals.

  21. Warning Order – Purple Solace Execution – Coordinating Instructions A. Tentative C-day and L-hour: 071500ZNOV11 B. Anticipated d-day: 091200ZNOV11 D. Anticipated length of operation: less than 90 days. E. DEFCON and deployment posture. As determined by CDR USEASTCOM. F. Known operational constraints: (1) Limited use of HN media. Coordinate releases with U.S. Ambassador, USIS and DOD PAO. (2) Universal ROE for all participating forces G. Supporting commanders will coordinate and monitor deployments as required by supported commander. H. DIRLAUTH ALCON. Keep USEASTCOM informed.

  22. Warning Order – Purple Solace Administration and Logistics – Transport. A. Airlift movement priority. 2b3 B. Allocation of strategic lift resources is for initial planning, subject to further refinement in planning, alert, deployment and execute orders. C. Based on USTRANSCOM estimates--civil reserve air fleet (CRAF) level i will not be activated. Airlift assets: strategic: fifteen (15) C17, ten(10) C5, five (5) LRWC, five (5) LRWP, five(5) KC-10.

  23. Warning Order – Purple Solace Administration and Logistics – Personnel Deployment Criteria Presidential reserve call-up (PRC) of 353rd CA CPT to be USEASTCOM CA Planners to USEASTCOM HQ, and 404th CA Bn will deploy forward to Cameroon. Mobilization of reserve volunteers, airlift and sealift planning will be required.

CDR USEASTCOM Will exercise command over forces provided by supporting commands as provided in the JCS deployment orders. • Supporting Commanders.   25. Warning Order – Purple Solace Command and Signal – Communications Guidance. CDR USEASTCOM will validate and forward requirements for JCS controlled mobile and transportable communications equipment. CDR USEASTCOM will be prepared to recommend priorities and allocate channels and circuits within the scope of his operation to include those of the supporting commanders.
