ILO environment & objectives • Convention n° 185 for Seafarers : finger minutiae stored on PDF417 Seafarers identity card • Phase 1 tests : laboratory • biometric products conformance to generate Finger Minutiae template as defined in the ILO convention(SID-0002, i.e. ISO/IEC CD 19794-2 2003-10-07) • Phase 2 tests : Onboard tests with 126 seafarers (2 fingers) • Evaluation of biometric for seafarers with FAR <= 1% & FRR < 1% • Interoperability between • templates generates by X • matching generates by Y

  3. Conclusion of ILO report • Seven products are OK for labs conformance • Seafarers population seems OK for biometric • Only two products stated performance objectives of 1% FAR & 1% (or less) FRR • The same two products reach performance when combined (see condition)

  4. MINEX04 • Tests conducted by NIST (USA) • Minutiae interoperability based on ANSI INCITS 378-2004(similar to ISO standard) • http://fingerprint.nist.gov/minex04
