  1. CARICOM ENERGY POLICY CARICOM Energy Ministers in March 2013, approved the CARICOM Energy Policy at the Special Council on Trade and Economic Development (COTED) on Energy

  2. C-SERMS in Context The Caribbean Sustainable Energy Roadmap and Strategy (C-SERMS) is a Regional energy planning and management and implementation framework being developed by CARICOM for expediting the implementation ALL renewable energy and energy efficiency dimensions of the CARICOM ENERGY POLICY

  3. Strategic Approach C-SERMS PLATFORM C-SERMS PLATFORM

  4. WHERE ARE WE?? C-SERMS FRAMEWORK is ESTABLISHED: Framework Consists of 1..Mandates • Mandate of Conference of Heads of Gov the COTED • Specification in the CARICOM Energy Policy that all RE and EE dimension of the Policy will be implemented thru C-SERMS • The COTED has agreed on the al framework of C-SERMS 2..Targets and Strategies: • Goals & Objectives of C-SERMS are CC Energy Policy related RE and EE • Establishing regional targets for RE, EE and Carbon Emissions • Identifying key regional SE strategies to achieve 3..Governance: C-SERMS Platform established as multi-stakeholders to guide, develop, monitor, manage C-SERMS; feeds recommendations to COTED 4..Monitoring: Monitoring of C-SERMS is to be done through the C-SERMS Platform and will be aided by a harmonized energy information system based on an energy balance and planning framework, 5.. Approved Comprehensive C-SERMS Document

  5. WHERE ARE WE NOW??

  6. WHERE ARE WE NOW??

  7. WHAT C-SERMS isand WHAT Its Not C-SERMS C-SERMS is NOT: A replacement for national efforts, but complements supports same A project but an implementation framework, targets, strategies, tools to expedite efforts and increase probability of success roadmap Therefore IDB Project (Called C-SERMS Phase I) was to baseline studies to support targets and strategies • Focuses on Regional Sustainable Energy (additional) • Necessarily keeps track of national to identify regional implications and areas for support • Tracks ALL RE and EE regardless of who is implementing • Seeks also to facilitate coordination for optimization • Is about Implementating of the CARICOM Energy Policy

  8. ACHIEVING THE C-SERMS’ TARGETS C-SERMS PLATFORM – Recommendations: targets, & priorities; monitor progrees; adjustments; coordn Harmonized Energy Information System and Planning Framework Regional Level Strategies: RE &EE Assessments; Public Sector EE, Bio-energy, Awareness, Vehicle Fuel EE EDUCATION INFORMATION AWARENESS PROJECT ID, DEVELOPMENT & FINANCING RESEARCH AND DEVELOPMENT POLICY, LEGISLATIVE, REG SUPPORT STRAT DEV CAPACITY SUPPORT TARGETS OTHER INITIATIVES Including Dev Banks NATIONAL INITIATIVES REETA Universities CREDP/GIZ CARIBBEAN DEV BANK CEIS cipore CARICOM SEC; OECS

  9. Components of C-SERMS • MAP AND ASSESS EXISTING RE RESOURCES AND EE POTENTIAL as well as various sustainable energy initiatives in all Member States. • ASSESS STATUS of stainable energy policies, plans, regulatory framework and legislation. • of policy, capacity, awareness/awareness, financing; R&D and I BASELINING • ESTABLISH C-SERMS PLATFORM: broad based regional multi-stakeholders Forum to support the development and implementation of the C-SERMS; makes recommendations to COTED • HARMONIZED REGIONAL ENERGY BALANCE MODEL, FRAMEWORK AND TOOLS for energy sector analyses, tracking progress, forecasting and monitoring the performance of the sector. TOOLS Development TARGETS and STRATEGIES Development • ESTABLISH TARGETS : targets for RE, EE short, medium and long terms • IDENTIFY GAPS /areas for necessary policy, regulatory and legislative reforms; Identify Capacity Gaps to meet targets; Identify areas for improvement in information and awareness, financing mechanism, R&D and innovation • DEFINE AND DEVELOP STRATEGIES to meet targets and address gaps towards targets • IMPLEMENT REGIONAL LEVEL SUSTAINABLE ENERGY STRATEGIES, including establishment of priorities, Development of regional level Projects; Mobilization of resources, coordination among Partners active in Region • MONITOR TRACK AND MAKE ADJUSTMENTS IN A TIMELY MANNER STRATEGYIMPLEMENTATION The foregoing will be an Iterative process

  10. ACHIEVING THE C-SERMS’ TARGETS
