  2. Reasons for Revision • 10 Years since last update • NSDI Executive Order • Design Study Team Recommendation • OMB willingness to consider update • Opportunity to broaden the use of geospatial data in government services and applications

  3. Status • Idea of an update has been discussed with OMB • Initial Draft prepared by FGDC Staff • Discussion today

  4. Proposed Sections In 1st Draft • Section 1 – Purpose • Rewording of Current Section • Section 2 – Coverage • Changes take out listing of programs in current version • Includes: • NSDI definition • Describes broad definition of Geospatial Data for coverage by Revised Circular

Proposed Sections In 1st Draft • Section 3 – Agency Responsibilities • Changed significantly from current Circular • Includes: • Policy Section that incorporates elements of EO 12906, adds specific Framework Stewardship responsibilities, includes international participation, and includes geographic information and NSDI as part of budget requests from agencies • Coordination and Implementation Section that includes practices to be followed • Lead Responsibility Section which describes roles of lead agencies for FGDC subcommittees, working groups etc., assigns a number of data category leads and defines federal stewardship responsibilities for these data categories • Includes ability to add agencies

Proposed Sections In 1st Draft • Section 4 – Interagency Coordinating Mechanism • Continues the FGDC as Interagency Committee • Chair FGDC to be DOI Secretary • Does not provide for designee • An option could be to suggest OMB as Co-Chair • Continues current Federal agency members and provides for new members • Section 5 – Differences among agencies • Minor rewording • Section 6 – Reporting • Minor rewording

  7. Next • FGDC review and input of initial Draft • Complete a proposal for OMB consideration by late September • OMB internal review and response
