RECLAMATION Managing Water in the West • WATER OUTLOOK SPRING/SUMMER 2019 • For the Montana Area: • The Upper Missouri River – • Canyon Ferry Reservoir is 95 percent full and 102 percent of average capacity for this time of year. The snowpack is currently about average for this time of year. The seasonal trend is expected to be normal with above average runoff.

RECLAMATION Managing Water in the West • WATER OUTLOOK SPRING/SUMMER 2019 • For the Montana and Wyoming areas: • Bighorn River – Overall, the Bighorn System is 91 percent full, about 112 percent of average for this time of year. The seasonal trend is expected to be above normal with higher than average runoff. All reservoirs are expected to fill. • Boysen Reservoir is 96 percent full and 120 percent of average capacity for this time of year. The snowpack is currently above average and late melting off. • Buffalo Bill Reservoir is 78 percent full and 108 percent of average capacity for this time of year. The snowpack is currently above average and late melting off. • Bighorn Reservoir is 105 percent full (into the exclusive flood pool) and 109 percent of average capacity for this time of year. The snowpack is currently above average and late melting off.

RECLAMATION Managing Water in the West • WATER OUTLOOK SPRING/SUMMER 2019 • For the Montana and Wyoming areas: • The North Platte River – Overall, the North Platte System is 82 percent full, 120 percent of average capacity for this time of year. The seasonal trend is expected to be wet (above normal) with above average runoff, sufficient to fill reservoirs. Snowpack in the Upper North Platte is currently about 250 percent of average and in the Lower North Platte, 22 percent of average. • Seminoe Reservoir is 77 percent full and 116 percent of average capacity for this time of year. • Pathfinder Reservoir is 83 percent full and 144 percent of average capacity for this time of year. • Glendo Reservoir is 97 percent full and 102 percent of average capacity for this time of year.

RECLAMATION Managing Water in the West • WATER OUTLOOK SPRING/SUMMER 2019 • For Colorado: • The Colorado-Big Thompson Project (CBT) – Storage in the CBT is currently 768,100 acre-feet, 80 percent full and 105 percent of average capacity for this time of year. The snowpack is above average. The seasonal trend is expected to be above average snowpack and runoff, with good carry over storage for next year.   • The Fryingpan-Arkansas Project (Fry-Ark) – Storage in the Fry-Ark is currently 452,500 acre-feet, 72 percent full and 92 percent of average capacity for this time of year. The snowpack is currently well above average. The seasonal trend is expected to be above average snowpack and runoff, and with good carry over storage for next year. • For these two basins, snowpack ranges from 120 to 135 percent of average, and the seasonal trend is expected to be above average with above average runoff.

RECLAMATION Managing Water in the West POWER RAX PROJECTS • YELLOWTAIL REWIND / REHAB • UNIT 4 REWIND UPDATE • Unit ROTOR RIM WORK COMPLETED • UNIT STATOR WORK ON SCHEDULE • Rewind completion FY 2019. • On Schedule rewind work - July completion • 45 day restacking – August completion • 21 day commissioning - September • 30 day burn in thereafter – complete early October • Costs for U4 should be booked to plant – FY 2020 • Unit 2 SCHEDULED FOR FY 2020

RECLAMATION Managing Water in the West • CANYON FERRY PLANT REHAB • PHASE II DECISION ASSESSMENT – Complete • FINALIZED SCOPE, COST ESTIMATE, and SCHEDULE – Completed March 2019. • Working on issuing acquisitions for the Crane rehabilitation, procurement of penstock flowmeter equipment, finalization of specifications, and development of detailed project management plans. • TVA Phase II will be complete this summer – July with a well defined project and construction management plan. • TVA will continue to assist MTAO with the plan during the rehabilitation as well.

RECLAMATION Managing Water in the West • CANYON FERRY SWITCHYARD • NEW BREAKERS-EXISTING SWITCHYARD EQUIPMENT RECONFIGURATION AND FINALIZED SCOPE, SCHEDULE, BUDGET - FY 2021 Workplan • DEVELOPING COMPLETE DESIGN PACKAGE • SF6 BREAKER – Still working out configuration issues. • FINAL CONSTRUCTION DESIGN • Scheduled for FY 2020-TSC design in 2020. • Design will include new overhead construction and breaker elevations, isolation disconnects, and some minor reconductoring as needed. • Breakers by Supply Contract • Installation by Construction Contract • Roof Rehabilitation

RECLAMATION Managing Water in the West • BOYSEN & SEMINOE PLANT REHABS • TVA PHASE II AGREEMENT – • PHASE II DECISION ASSESSMENT • TVA SITE VISIT SCHEDULED FOR JULY OF 2019 • FINALIZED SCOPE,SCHEDULE, BUDGET • PARALLEL WITH TVA PHASE II AGREEMENT. • TSC SERVICE AGREEMENTS FOR DESIGN SPECs • SPECIFICATION REVIEWS • CONDUCT VALUE PLANNING STUDY AND IF NECESSARY VALUE ENGINEERING STUDY • FINALIZED SCOPE, SCHEDULE, BUDGET – FY 2022 Workplan

RECLAMATION Managing Water in the West • MT ELBERT POWERPLANT REHABILITATION • 230kV Cable Testing: On track to complete FY 2019 • Hazardous Material Cleanup: Work is still on track to finish this FY19. Tunnel cleanup will be performed during the August dual unit outage • Powerplant Cranes Modernization: Working through UC Region Acquisition. • The Cooling Water System Replacement: TSC working towards Spec B completion.  • The SFC input/output Breakers: Spec B will be ready for review beginning of June, ahead of the 6/30 due date. • Protective Relays/Annunciation Replacement: Spec B changes from GP-2600 near completion. Once finalized with go to acquisition-GP-5000. • Mechanical Shaft Seals: Working through the Buy American Act for solicitation to see if we can get a waiver to allow for a larger bidding pool.
