  3. Challenges and goals Why introduce the theme ”Eco-Efficient Economy”? Energy Efficiency under SE Presidency • To highlight the link between energy efficiency and jobs creation (post Lisbon Agenda) • To have a common view in different Council formations (Energy, Environment, Competitiveness) • To seize the opportunities in times of crisis with the aim of making Europe leader in ”Green technology”

Challenges and goals Energy efficiency Energy Efficiency under SE Presidency • Contribute to the “last” 20 in the 20/20/20-target • Show EU leadership in Copenhagen by adopting the “energy efficiency package” on 7 December • Improve security of supply by reducing demand for gas, oil, electricity • Address the challenge of financing of energy efficiency measures (EIB, EBRD, Structural funds, MS initiatives…)

Challenges and goals Energy efficiency Energy Efficiency under SE Presidency • Reach an agreement with EP on: • Energy Performance of Buildings • Labelling of Energy-related products • Labelling of Tyres • Launch the discussion on the coming revised Energy Efficiency Action Plan (expected in November) • Continue the ambitious work program of the current EcoDesign and Labelling directives

  6. Challenges and goals Security of supply Energy Efficiency under SE Presidency • New legislation on gas security of supply • New regulation on notification of infrastructure investements • Implementation of the Recovery Plan • Implementation of Baltic Energy Market Interconnection Plan

Challenges and goals External relations Energy Efficiency under SE Presidency • EU-US cooperation in energy • Relations with Russia and Ukraine • Other bilateral cooperations (Brazil, Africa…), • Energy Charter Treaty Review and the “Medvedev proposal” • Energy Community negotiations (Ukraine, Moldova, Turkey) • IEA Ministerial with outreach countries
