  2. THESIS • Drainage facilities are old and worn out • They were not built with a sufficient understanding of: • Water pollution • Sediment movement and scour • Sea level rise Rebuilding those facilities to modern standards and MS4 compliance will take building a broad coalition

  3. EXAMPLES • SANTA CLARA, 2000 AND 2012--PASSED • CONTRA COSTA COUNTY 2012--FAILED • BERKELEY MEASURE M 2012—PASSED WITH OVER 70% VOTE • BERKELEY MEASURE T1 2016 • OAKLAND MEASURE KK 2016 • OAKLAND MEASURE DD 2002--PASSED WITH OVER 80% VOTE • LOS ANGELES JUST ADOPTED ENVISION AS POLICY
