About LAREAs • Local and regional energy agencies (LAREAs) support the introduction of good energy management practices, advocate the concept of sustainability, provide information and guidance, and offer a number of other local services based on specific local energy needs. • They are set up by local or regional authorities for the promotion of energy efficiency and renewable energy sources • Most of them have been co-financed by the Intelligent Energy - Europe Programme, as well as the SAVE I and SAVE II Programmes • Legal Status: NGO • The activity of the agencies is financially supported by the EC for a period of 3 years • After the 3 years – the sustainability of the agencies can be provided only by public funding based on a long-term mandate from the public authority

Added Value of LAREAs • For local energy users: provision of independent information and advice • For public authorities: development, implementation and monitoring of energy strategies and action plans, implementation of concrete energy efficiency projects, development of RES projects, advice and training on energy policies and legislation • For commercial actors: new market opportunities for energy efficiency and RES installations, fostering of investments • For teachers and students: training and educational programmes, assistance for increased energy efficiency of school buildings • For bank institutions: implementation of loan schemes for investments in EE & RES

Activities Peer review in Maramures 1-4 September 2009 Objective: obtain advice based on the review of the local energy context for the development of a regional energy strategy • Day 1: Seminar with all relevant stakeholders • Day 2: Field visit - hydropower potential • Day 3: Field visit - forestry biomass potential • Day 4: Internal discussions on report preparation Result: peer review report available at: www.amemm.ro

Colaboration with CEPRONEF Maramures Energy Master Plan The objective of achieving the Energy Masterplan was inventorying energy consumption and energy potential of renewable energy sources (solar, hydro, wind, biomass) available in each locality of Maramures county to assess the possibilities of performing investment in renewable energy for public purposes. Analysis of annual energy consumption throughout Maramureş county was done in collaboration with all municipalities, towns and villages (2 municipalities, 11 cities şi 63 de communes). Based on centralized utility bills recorded in the databases of localities an energy datasheet was drawn for each commune or town and by aggregating these datathe entire county situation resulted.

Activities Renewable Energy in Public Buildings Replacement of old heating system on natural gas with heat pumps and solar thermal collectors • Installed thermal power of heat pumps: 861.5 kW • Installed thermal power of solar collectors: 24.2 kW • Energy consumption reduction: 57.34% • Total investment: 150 000 Euro

Activities Creation of a Sustainable Energy Education - Demonstration Center Rehabilitation of the Petofi House to the “near zero energy building”, as per DIRECTIVE 2010/31/ECon energy performance of buildings • Insulation measures • Replacement of windows • Installation of an efficient lighting system • Installation of a heat pump system for heating, ventilation and air conditioning • Electric power demand for heat pump will be supplied by PV panels and wind turbine • Hydrogen fuel cell • Devices displaying the produced energy as well as energy consumption and associated cost • Conference room, offices and rooms equipped with training and practical demonstration equipment for visitors

Activities Involvement in EU Projects MORE4NRG: The objective of MORE4NRG is to strengthen the delivery of regional strategies for RES and energy efficiency by exchanging best practices on sustainable energy policies and jointly developing an integrated monitoring tool for measuring the effect of regional sustainable energy strategies. CLIMACT: the objective of the project is to improve the capacity of regions to build and apply greenhouse gases reduction policies, in order to contribute to climate protection. EUROPEAN EXCHANGE SCHOOL: the objective of the project is to intensify and deepen the cooperation in socially sustainable way between educational institutions. INTER PARES:the main objective is to support Local Authorities in implementing and developing policies and strategies on RES-e in the participating countries.
