  2. IMPLEMENTING PLAN SITUATION: Super Typhoon Freddie is expected to landfall in Tacloban City within 48 hours. Typhoon Freddie

  3. MISSION: On orders, 4ID, PA to provide two (2) Army battalions for humanitarian assistance and disaster relief operations in Tacloban City

  4. EXECUTION: D-2 to D-Day a. PN to provide one LSV and preposition at Cagayan De Oro pier for the embarkation of troops and equipment b. 401st and 402nd IB to make necessary preparations for deployment to conduct HADR operations c. Troops and equipment to be onboard LSV NLT D-D d. CEISG to embark communications equipment aboard LSV D+1 a. LSV to depart CDO pier

  5. ADMINISTRATION AND LOGISTICS: a. DCOMCENTCOM designated as Cmdr, JTF- Freddie b. CJTF Freddie to organize JTF c. Major services to provide logistical requirements of respective troops COMMAND AND SIGNAL: a. SUMMARY • The recommended battalion to undertake the HADR mission in Tacloban City will come from Cagayan de Oro City since it is more economical than the units coming from Tarlac and safer considering the typhoon direction which is NE • Another consideration is the least amount of CO2 emitted
