  1. Annual Implementation.Reports (AIR) 2014… on 7 8 years of programme activity DG REGIO B2-European Semester & Evaluation

  2. Outline • Annual Implementation Reports (AIR) process • Categorisation - Tracking the inputs • Core Indicators – measuring the outputs • Next steps & Conclusions

  3. 1. 2014 AIR process (ERDF/CF) • Securing accurate data … still slow … (but might be faster than in 2014 !!) • At end-October 2015 • 231 of 322 programmes accepted = 71% • 91 programmes still between DG REGIO / MAs

  4. AIR 2014 treatment – MA/DG REGIO

  5. … or in relative terms

  6. 2. Categorisation Project selection – 2014 Main Messages: • 99% ERDF/CF covered by selectedprojects @ end-2014 (Capped at 100% MS allocation) • Varies from 70% to over 160% by MS/TC • Expenditureaverage at 76% of decidedamounts Stillsome data reliability issues • Mis-allocations / reporting… • HU ENV OP – not in EUR • MS averagehides variations within programmes • High over programming in some programmes => unreliablepicture due to dormant project

  7. Turning project selection to spending (2014 selection vs 2014 spend – WP 13)

  8. 3. Core Indicators - measuring outputsERDF/CF • Delayed finalisation of nearly 30% of OP AIR !!! • Plausibility checks by REGIO => Manual corrections & analysis still done by REGIO • WP zero consistency will be done once AIR critical mass achieved: • Consistency of definitions / Measurement units • Underreporting of Core indicators … AIR text vs SFC data

  9. Current OPEN DATA 2007-13 – from AIR 2013 10 core indicators

  10. Preliminary picture … 2014 AIR

  11. 4. Next Steps AIR 2014 • "Work in progress" for 30 % of programmes • 2007-2013 OPEN Data platform will be updated in later in 2015 with 2014 data (excel files online also for researchers) Ex-Post 2007-2013 • Work Package "zero" wasfinalisedearlyin 2015 on 2013 values • Thematic packages use 2013 output data. • 2014 data will be factored into the ex-post 2007-2013 synthesis report Final Impl. Reports (spring 2017): • Reconcile categorisation data with final declaration • Final statement of outputs achieved

  12. Preliminary conclusions • Reported achievements (outputs) showing steady progress • Data exchange is very slow, strong lags and not always reliable • Individual errors distort the aggregate picture and the efforts of all programmes • Assessment to be finalised later in 2015. Please accelerate corrections!
