  7. Chapter 4Residential Mandatory Measures Five Divisions: Division 4.1 - Planning and Design Division 4.2 - Energy Efficiency Division 4.3 - Water Efficiency and Conservation Division 4.4 - Material Conservation and Resource Efficiency Division 4.5 - Environmental Quality

  8. WATER EFFICIENCY AND CONSERVATION Chapter 4 - Division 4.32013 Emergency Regulations, Outdoor Background • Mandatory Provisions added to 2013 CALGreen for Outdoor Potable Water Use in Landscaped Areas • Governor Brown’s Executive Order B-29-15 (4/1/15) • Declaration of State of Emergency (1/17/14) • Continued State of Emergency (4/25/14) • Low snowpack, decreased water levels in reservoirs, reduced river flows and underground water

  9. WATER EFFICIENCY AND CONSERVATION Chapter 4 - Division 4.3 Background cont. • Outdoor water use - 34% of total urban use. • Landscape irrigation & swimming pools drive the peak system capacity requirements. • Model Water Efficient Landscaping Ordinance (MWELO) and difficulties with enforcement • Inclusion of MWELO as a “building standard” - more enforceable method for water reduction.

  10. WATER EFFICIENCY AND CONSERVATIONChapter 4 - Division 4.3 Background cont. • 2016 CALGreen schedule would result in regulations effective on January 1, 2017. • Emergency regulations required water budgets in compliance with MWELO (9/10/09). • Emergency regulations approved by the BSC on May 29, 2015; readopted on October 21, 2015. • Regulations in 2016 CALGreen based on revised MWELO (9/15/15); adopted on January 20, 2016.

  11. WATER EFFICIENCY AND CONSERVATION Chapter 4 - Division 4.3 Emergency Regulation added to 2013 CALGreen (Section 4.304) 2016 CALGreen No changes from 2013 standards as approved by CBSC on January 20, 2016 . 2013 CALGreen • Applies to developments with aggregated landscape areas of 500 sq. ft. or greater • Requires compliance with MWELO or a local ordinance • Alternate compliance method for landscapes 2500 sq. ft. or less (Appendix D)

  13. WATER EFFICIENCY AND CONSERVATIONChapter 4 - Division 4.3, Indoor Water Use • CALGreen • Prescriptive requirements for water conserving fixtures and fittings. • Emergency regulations permanently approved for urinals and residential lavatory faucets. • Consistent with Health and Safety Code, California Plumbing Code and Title 20 appliance efficiency regulations. 2016 CALGreen No change.

  14. WATER EFFICIENCY AND CONSERVATIONChapter 4 - Division 4.3, Indoor Water Use 2013 CALGreen • Showerheads: • ≤ 2.0 gpm @ 80 psi • Multiple Showerheads: Combined flow rate of all showerheads and/or other shower outlets controlled by a single valve shall not exceed 2.0 gpm @ 80 psi • Residential Lavatory Faucets: • ≤ 1.5 gpm @ 60 psi • > 0.8 gpm @ 20 psi • Effective July 1, 2016: • ≤ 1.2 gpm @ 60 psi • >0.8 gpm @ 20 psi • Lavatory Faucets in Common and Public Use Areas: • ≤ 0.5 gpm @ 60 psi

  15. WATER EFFICIENCY AND CONSERVATIONChapter 4 - Division 4.3, Indoor Water Use2013 CALGreen • Metering Faucets: • ≤ 0.25 gallons per cycle • Kitchen Faucets: • ≤ 1.8 gpm @ 60 psi; temporary increase to 2.2 gpmallowed; shall default to 1.8 gpm. • Water Closets: • ≤ 1.28 gal/flush • Urinals: • ≤ 0.5 gal/flush • Effective January 1, 2016: • Wall mounted Urinals: • ≤ 0.125 gal/flush • All other Urinals: • ≤ 0.5 gal/flush

  16. WATER EFFICIENCY AND CONSERVATION Chapter 4 - Division 4.3, Indoor Water Use • 2016 CALGreen • No change.

  17. WATER EFFICIENCY AND CONSERVATION Chapter 4 - Division 4.3, Outdoor Water Use • 2013 CALGreen • Irrigation Controllers • Requirements repealed during the permanent adoption of emergency regulations. • MWELO requires standards for irrigation controllers including non-volatile memory • 2016 CALGreen • No change.

  18. Chapter 4 - Division 4.4Building Maintenance and Operation • 2013 CALGreen • Educational materials, operation and maintenance manuals. • Requires additional information, e.g., landscape and irrigation design and controllers, public transportation options, recycling opportunities, solar energy and incentive programs. • 2016 CALGreen • No change to areas related to water
