  2. In terms of Rule 52 of West Bengal Panchayat Elections Rules, 2006, the following procedures are to be adhered to by the Panchayat Returning Officer for taking ED votes : –

  3. 01. Period of ED vote To be communicated. 02. Eligibility Polling personnel and other personnel who have been assigned various duties relating to the Poll by the PRO / DPEO and the Police personnel engaged in duty with the Poll and the Drivers and Helpers/ Khalasis of the requisitioned vehicles, who are eligible to cast their votes shall apply to the PRO in Form – 14 with the original copy of the appointment letter within the stipulated period.

  4. 03. The bundles of Ballot Papers for E.D. Vote should be kept in separate trunks after checking and splitting Polling Station wise before leaving the Printing Press. 04. The register of ED Vote may be prepared thereon.

  5. 05. It is advisable to open counter for Gram Panchayat / PanchayatSamiti / ZP Constituencies pertaining to one / two Gram Panchayat(s) (depending upon No. of Polling Stations). Each counter may be manned by one APRO, two other staff and one Gr.-D staff (specially for sealing). 06. Before the commencement of ED Vote the Electoral Rolls should be marked with deletion, correction etc by the APERO with initials and stamp as per instruction.

  6. 07. Several voting compartments may be setup for maintenance of secrecy of voting. 08. Arrangement of adequate Police personnel should be made. 09. Notice regarding date & time for ED vote should be given in advance.

  7. 10. A Voter on election duty wishing to Vote will apply in Form 14 to the PRO/ APRO along with copy of Appointment letter and being satisfied the PRO/ APRO will issue ballot papers to him. (Rule 52 may be seen). 11. Police Personnel will appear with duly filled in Form-14 along with a certificate from their Superior Officer that they have been engaged in duty connected to the Poll and will remain so engaged on the Poll day.

Drivers / Khalasis of the requisitioned vehicles will appear with duly formed in Form-14 along with a copy of requisitioned order of the vehicle and a certificate from the Owner of the vehicle authenticating engagement of the said persons on the Poll day as the Driver / Khalasis. 13. Identification An original copy of the appointment letter is to be produced by the voters in order to establish his identity to the satisfaction of the PRO/APRO. The APRO would verify the Sl. No. of voter in the concerned Part of the Electoral Roll and if satisfied with the identity of the voter then he would put ED mark in the blank space provided in between particulars of the electors and his photo image in the Electoral Roll which will be authenticated by the APRO with his signature and seal.

  9. 14. “ED” should be written (in RED ink) against the voter’s name and the name should be underlined in all the marked copies. APRO will sign with stamp. 15. The APRO will sign the ballot papers in full on its back; and the distinguishing mark of polling Station should be affixed on the back of the counterfoil as well as on the back of the ballot papers. 16. The Ballot paper should be issued from the last Sl. No. of the relevant constituencies.

  10. 17. Before issuing the Ballot papers to the ED voters the APRO will obtain his signature in 03 (three) separate Registers maintained for GP/PS & ZP Constituency. Separate pages are to be maintained for each constituency in the Register. The issuance of Ballot paper shall commence from the last serial of the ED Ballot papers and the envelopes of the similar colour which has been duly signed by the APRO with time & date will be handed over to the voter.   14. 18. Indelible ink mark will be put on the left fore-finger and the arrow cross mark will be handed over to the voter to cast the vote. 19. After casting his vote on three Ballot papers at a time the voter will hand over the Ballot Papers to the PRO/ APRO in respective sealed covers specially provided for different tier. After casting of Votes by the elector he should be provided assistance in sealing of envelopes with the help of Gr.-D staff available at counter, each packets should be affixed with distinguishing mark of Polling Station and the elector should be requested to insert the polled & sealed envelopes into three different ballot boxes, kept beside the counter / voting compartment. The counterfoils of the Ballot Papers should also be kept in separate sealed covers.

After each day of casting of vote, ballot papers within sealed envelops should be taken out from ballot boxes and bundled as per polling station and Polling Station wise figures should be checked with Marked Copy of Electoral Rolls, Counterfoils & E.D. Registers. After bundling, tier-wise and Constituency-wise packets with dates should be kept in sealed trunk and a polling station-wise statement should be prepared. The sealed trunk should be placed in the Strong Room under Police protection. 21. On the last day, evening when ED casting is over, final figure should be checked and a polling station wise statement should be prepared and that should be hung in front of counting hall before commencement of counting in each tier.

  18. 22. The list of ED votes cast are to be displayed Tier wise and Constituency wise outside the counting halls.

  19. 23. Sufficient number of candle, wax, rubber bands etc may be available at hand. 24. Every day at the end of ED votes polled, the sealed covers of ballot papers should be verified with counter foils, E/R (marked copies) and Register and a report in the following format should be submitted to the District : -

  25. 24. All the above reports are to be sent in EXCEL Format only. 25. The above noted points are not exhaustive and in every case the Act, Rules and Orders should be followed.
