MGNREGA: A programme for transformation Guarantees 100 days of unskilled employment to every rural household upon demand An opportunity to - build income generating assets - to build rural infrastructure Decentralised Planning & Implementation Choice of works and priority to be decided by Gram Sabhas Social Audit mechanism

  4. Permissible works (1) water conservation & water harvesting including contour trenches, contour bunds, boulder checks, gabion structures, underground dykes, earthen dams, stop dams. afforestation and tree plantation; irrigation canals including micro and minor irrigation works; provision of irrigation facility, dug out farm pond, horticulture, plantation, farm bunding & land development on land owned by SC/ ST/ SMF households. renovation of traditional water bodies including desilting of tanks; Community land development;

  5. Permissible Works (2) (vii) flood control & protection works including drainage in water logged areas, deepening and repairing of flood channels, chaur renovation, construction of storm water drains for coastal protection; (viii) rural connectivity to provide all weather access, including culverts and roads within a village (ix) construction of Bharat Nirman Rajiv Gandhi Sewa Kendra (at the Block level & GP) (x) agriculture related works, such as, NADEP composting, vermi-composting, liquid bio-manures;

  6. Permissible Works (3) (xi) livestock related works, such as, poultry shelter, goat shelter, construction of pucca floor, urine tank & fodder trough for cattle, azolla as cattle-feed supplement; (xii) fisheries related works, such as, fisheries in seasonal water bodies on public land; (xiii) works in coastal areas, such as, fish drying yards, belt vegetation; (xiv) rural drinking water related works, such as, soak pits, recharge pits; (xv) rural sanitation related works, such as, individual household latrines, school toilet units, anganwadi toilets, solid and liquid waste management;

  7. MGNREGA And Nirmal Bharat for Individual Toilets Total Cost: Around Rs. 10,000 From MGNREGA: Rs 4,500 From TSC: 4,500 Beneficiary: Rs 1,000 All SC/ ST/ SMF farmers may get the benfit.

  8. Planning for works 1. Door to Door survey to assess demand for work (problem of migrant workers, women workers etc) 2. Prepare Shelf of works- participative planning mode 3. Match the two and forward the list to Block

  9. Gram Sabhas • Gram Sabha is the institution that facilitates people’s participation in Governance • People must be made aware of Gram Sabha’s powers, responsibilities, manner of functioning. • the government orders received by the panchayat, changes in the rules and regulations etc. must be communicated to them through a permanent arrangement, • Gram Sabha must become the open forum where everyone can express their views and suggestions, present their problems and discuss matters to find solutions. • It should be possible to speak openly about issues that affect everyone like education, health, drinking water, food, housing & living conditions and seek remedies collectively.
