OBJECTIVES Ensure immediate access of gender-based violence (GBV) survivors to life-saving interventions; Strengthen capacity of service providers and inter-agency protection mechanisms to implement rights-based, culturally sensitive and survivor-centered GBV prevention and response measures in humanitarian settings and towards early recovery and rehabilitation phase Increase community-driven protection mechanisms to prevent new GBV cases and ensure survivors’ access to care; and Mainstream minimum actions for GBV prevention and response across the clusters.

  3. Ensure immediate access of gender-based violence (GBV) survivors to life-saving interventions Distribute post-rape treatment kits and sexual assault investigation kits to health facilities and mobile clinics with capacity to do clinical management of rape Support the Philippine National Police (PNP) in the deployment of Women and Children Protection Desk (WCPD) female officers in the affected areas Mobilize social workers from other DSWD regional offices or LGUs; academic institutions; non –government organizations and/or private sector as surge capacity to provide psychosocial support Establish and operationalize evacuation center- and community-based Women Friendly Spaces to facilitate a systematic, organized and gender-responsive way of delivering services to internally displaced women. The WFS would also serve as an ‘entry point’ for GBV survivors with provisions for initial psychosocial counseling Provide emergency transportation to GBV survivors to facilitate immediate access to services Support the repair and rehabilitation of havens/shelters for GBV survivors

  4. Strengthen capacity of service providers and inter-agency protection mechanisms Establish and functionalize VAW Desks at the barangay level to assist GBV survivors and coordinate with and refer cases to other agencies as necessary Conduct orientation sessions and workshops for inter-agency protection mechanisms to develop standard operating procedures among members; enhance GBV data collection and analysis; and how to access Gender and Development (GAD) budget to fund longer-term socio-economic and reintegration supports (ongoing psychosocial support, health care, access to income, employment security) for GBV survivors and dependents (e.g. children) Support the re-establishment of Women and Children Protection Units (WCPUs) damaged by the typhoon (c/o Child Protection Network)

  5. Increase community-driven protection mechanisms to prevent new GBV cases and ensure survivors’ access to care Organize and orient “BantayBanay, BantayFamilia” or GBV Watch Groups at the community level to establish effective monitoring, reporting and support system for GBV survivors Conduct awareness-raising sessions about relevant GBV laws (rape, intimate partner violence, trafficking) to enhance legal literacy and promote a ‘zero tolerance’ of GBV throughout the community Conduct GBV assessment in coordination with the RH assessment to be conducted by the RHWG in line with the WHO Ethical and Safety Recommendations for Researching, Documenting and Monitoring Sexual Violence in Emergencies (UNFPA Execution; an academic institution was engaged)

  7. Implementing partners Department of Social Welfare and Development (DSWD) NGO CONSORTIUM – to be finalized PLAN INTERNATIONAL – under the Reproductive Health NGO Consortium; they have activities in relation to Women-Friendly Spaces
