The Governance Structure • Lower Silesia Governor's Office, Municipality of Wroclaw • Lower Silesia Marshall Office as the highest self-governmental authority in the Province. • The Marshall Office is a budgetary unit of the Voivodship. • The activities of the Office are conducted by the Marshall of the Voivodship. He runs the Office with the assistance of vice marshalls and members of the board of the region, the Treasurer and General Director. • One of the Departments in the organizational structure of the Lower Silesia Marshall Office is Regional Development Department. The main tasks of the Regional Development Department are: • Preparation of Regional Development Strategy project and it’s actualization. • Cooperation with the appropriate Office and regional self-government entities concerning the preparation of sector strategies and their coordination with the Regional Strategy.

Innovativenessof the Region Innovativeness of the region is a widely accepted factor, which decides about: • Competitiveness of the region • Economic growth • Culture development • Inhabitants’ standard of living • In the European Union more than 120 regions have developed or are developing their innovation strategies. • After 50 years of top-down, now it is time for bottom-up. • Regional Innovation Strategy of the Lower Silesia Voivodship – April 2005: Innovativeness as an answer to future challenges Creating the framework and infrastructure of the Regional Innovation System • The 2020 Development Strategy for the Lower Silesia Province - November 2005 Lower Silesia the European junction of development

R&D and Education in Lower Silesia Analysis of regional supply: • 49 entieties in R&D sector (significant potential 6th place in Poland), • There are 27 high schools in LSV with over 150 thou. students (8,5% of the total number in Poland), • 7 200 academic staff • 1 150 professors • Wroclaw University of Technology(Leading among Polish technical universities; • 32 000 undergraduate students, • 1300 Ph.D. students; • 5500 MSc/year; • 250 Ph.D. degrees/year)

Regional Infrastructure Supporting Innovation in Lower Silesia Analysis of regional supply: • Non-commercial institutions of business environment. • 60 institutions have been identified in various categories: • - 2 Centres of Technology Transfer: (WCTT, WCNS), • - 5 Parks: 2 Technology Parks (Wroclaw, Szczawno Zdrój/Wałbrzych), 1 Regional Industry Park, 1 Innovation and Business Park, 1 Wrocław Medical Science&Technology Park • - 3 Incubators of Entrepreneurship (Academic Enterprise Incubator, Lower Silesian Enterprise Incubator), • - 7 Regional Agencies, • - 2 Mutual and Venture Capital Funds, • - 5 Credit Funds, • - 7 Credit Guarantee Funds • 1 IRC (Innovation Relay Center), • 1 Euro Info Centre Report „ Non-commercial institutions of business environment in the Lower Silesia Voivodship”

Modern and traditional sectors- Leading research fields in the Region as potential areas of innovation and new technologies It demonstrated that the potential of scientific and economic circles of Lower Silesia allows for the development of scientific, research and implementation programmes in four basic fields: • Energy. • Materials Science & Manufacturing; • Information Technologies, • Quality of Life,

Development Programmes and funding schemes 2004 - 2006 • Integrated Regional Operational Programme (IROP): - Measure 3.4 Micro-enterprises. - Measure 2.6 Regional Innovation Strategies and the Transfer of Knowledge. Complementarity with other Measures and Programmes: • SOP Human Resource Development (SOP-HRD): • Measure 2.3 Development of Personnel for Modern Economy. • SOP Improved Competitiveness of Enterprises(SOP ICE): • Measure 1.3 Creation of Favourable Conditions for Enterprises Development. • Measure 1.4 Strengthening of Cooperation between the Research and Development Sphere and the Economy.

Region main challenges • Increase of the contribution of advanced technology in Regional economy sector. • Investments in education, vocational training, research and innovation infrastructure etc. • Making actions in order to build the learning Region • Creating favourable conditions for the creation and development of innovative companies, especially in the SME group, as well as stimulating entrepreneurship • Aims: - Knowledge Based Economy (GOW) in Lower Silesia- Lower Silesia - most innovative economy in the macroregion until 2013 - Operation Programmes (Regional and National level) 2007-2013

  13. Vision for Lower Silesiaas a Knowledge Region • Present activities: • From projects (virtual institutions) towards real institutions: a. E.g. Lower Silesian Centre for Regional Studies as the Regional Think-Tank b Lower Silesian Centre for Advanced Technologies – as the base of EIT+ (Knowladge and Innovation Community (KIC). The centraleuropean junction of Knowladge Based Economy: • DolBioMat regional Research Centre – 120 mln. Euro • Approximately 70 mln Euro for other institutions: labratories, start-up

  14. SPI Tools in Lower Silesia • Foresight: 5 projects runing: a. Innovative Macroregion. Technology foresight for Lower Silesia Province by the year 2020. b. Development Scenario of the mining and copper production c. Technology foresight for Polimer materials d. UPRIS - Upgrading Lower Silesia-From Regional Innovation Strategy Towards Operating System • Benchmarking: 2 project running: a. IMPACTSCAN4INNOPOL b. RegStrat c. Lower Silesian index of expancy (creating Lower Silesia index of regional expansy (proposal) finding realation between innovativness and expansion on the base of experiences of other european regions. • Office of the Coordination and Implementation Innovation Strategy of Lower Silesia Voivodship.

What we do and what we need in the future • We need parters to run the projects –continuation of the RegStrat, participation of LSCRS (e.g. 7 PR, EWT) in order to develop regional innovation system in the field of R&D. • Management of the Region - on the base of Organization management. Develepment of the methods and tools. We need knowladge and support from other organizations/Regions how to establish this kind of organization, how to mnage this organization, how to finance activities, what is the relation between this institution and Regional Goverment, how build and impement SPI Tools as regards to LS profil. - Eksperts - who could support • Knowladge how to prepare regional scoreboardstechnology tools), e.g. Annual Competitiveness Report 2006, Forfas, how to colect datas and information and how to use it by Regional Policy-makers.
