E-Buy Overview - History Business problem and opportunity • GSA Advantage! offered products and services but it was difficult to buy services – needed an online system for service acquisition • Sales were growing in FSS for services – wanted to take advantage of online format • FPDS (2001) reported over 60,000 orders greater than $2,500 – created an environment for high quantity and large purchase items • Increase competition for services – provided an online format for customers to receive multiple quotes NCMA World Congress 2006 : Achieving High Performance in Global Business: Leadership, Outsourcing, & Risk Management

E-Buy Overview - Benefits • Section 803 Compliance – 2002 National Defense Authorization Act (pertains only to DoD buyers for MAS orders for services over $100k) • Efficiency – no phone or fax, availability of all MAS vendors, buyer controls environment (RFQ close, award/no award, archival, etc.) • RFQ is posted and every vendor with contract under specific SIN will see it – compliance with FAR regulations • Flexibility/Functionality – RFI, attach documents, award/no award, forward, modify, notification NCMA World Congress 2006 : Achieving High Performance in Global Business: Leadership, Outsourcing, & Risk Management
