  1. Application of the Unique Formula Identifier (UFI) to biocidalproducts 83rd meeting of representatives of Members States Competent Authorities for the implementation of Regulation (EU) No 528/2012 concerning the making available on the market and use of biocidal products 16 – 17 May 2019 An Jamers, PhD DG GROW, Unit D.2 – Chemicalslegislation

  2. Regulation (EC) 1272/2008 on Classification, Labelling and Packaging (CLP) Art. 45: MemberStates shall appoint a body or bodies responsible for receiving information […] fromimporters and downstreamusersplacing mixtures on the market. This information shallinclude the chemical composition of mixtures placed on the market and classified as hazardous on the basis of theirhealth or physicaleffects[…].  Notification obligation since entry into force of CLP Annex VIII to CLP Regulation (EU) 2017/542 on information relating to emergency healthresponse 1. Harmonization 3. Format 2. Information requirements

  3. Main principle (Art. 45(1)) Importers and downstreamusersplacing on the markethazardouschemicalmixtures* need to submit information to the appointed body of the Member State(s) where the mixture isplaced on the market Appointed Body MS1 Information submission hazardous chemical mixtures Importer Downstream user Appointed Body MS2 Appointed Body MSn * Classifiedaccording to CLP on basis of physical or humanhealtheffects

  4. When? Beforeplacing on the market: Different deadlines dependent on the intended use: • 1 January 2020: consumer use • 1 January 2021: professional use • 1 January 2024: industrial use Mixtures alreadysubmitted to Appointed Bodies beforethese dates: • 1 January 2025 (BUT in case of changes to mixture beforethat date: submissionbeforeplacing on the market)

  5. Information requirements(Annex VIII, Part B) Details of the submitter (name, address, telephonenumber, …) Chemical composition Product identifier Product category A300-N06Y-N00U-G73S Hazard classification Label elements Unique Formula Identifier Toxicological information

  6. Unique Formula Identifier UFI unambiguously links product on the market to information at appointed body Included in submission to appointedbody Unique 16 character code read in 4 blocks – generated by duty holder A300-N06Y-N00U-G73S Printed on the label

  7. Relevance of UFI for poison centres Relevance of UFI for industry UFI = carrier of compositional information in supplychain

  8. Unique Formula Identifier Who? • Dutyholder How? • Generateelectronically • UFI generatorprovided by ECHA for free (https://poisoncentres.echa.europa.eu/) • New UFI in case of certain changes to mixture composition (Part B, point 4.1, 4thindent, (a), (b) and (c)) Where? • In the submission • On the label or packaging (withother label elements), preceded by 'UFI‘ • Printed or affixed

  9. Good to know about UFI • 1 mixture = 1 or multiple UFIs • Multiple mixtures ≠ 1 UFI • Multiple products = 1 UFI if same mixture composition! (or multiple UFIs)
