Individual complaints : a steady activity • 2,899 children’s cases • 1 complaint received per 8,000 minors with strong regional variations in relation with the presence of regional representatives • Most case originate are big cities • Paris region predominates, accounting for 30% of all cases JADE: an increasing activity • Aged between 18 and 25 years the 34 Young Ambassadors of the Chil Defender, the “JADE” inform children on their rights and get young people’s opinions on important questions that directly concern them (violence, discrimination, health, freedom of expression, justice, etc.) • They intervene in pairs, mostly in secondary schools and also in different places frequented by children in their leisure time or for care services • In 2008-2009 they met 22,431 children and in between July 2009 and June 2010 they met 28,000 children

Opinions, recommendationson legislative reforms Public statements on: • New draft Code of Juvenile justice • Bill on the adoption • Women in detention places • Draft bill to amend the procedure of a restricted access of medias and public before the Assize Court of Minors • Draft law on immigration, integration and citizenship

Other statements through press releases • The Ombudsperson for children expressed concern on the evictions of families with children and their difficulties to make their rights to housing impemented and realized • The Ombudsperson expressed deep concerns on the plight of Travelers children and Roma children • The Ombudsperson for children expressed concern on systematic custody proceeding • The Ombudsperson for children encourage Family mediation in order to reduce parental conflict and their prosecution • The Ombudsperson for children expressed concern on poor people housing in France

Research, investigation, studies Secure supervision center: • These centers are designed to accommodate multiple offenders adolescents or children aged less than 13 years • The Ombudsman for children has issued a report accessing the strengths and weaknesses of these institutions • The Ombudsman for children made 33 proposals to bring coherence to the system of secure supervision center facilities with the fundamental rights of children and with the need of other alternative to incarceration

Advocacy action to maintain an independent Ombudsperson for Children • In September 2009 the French government has prepared a draft bill closing down the Children’s Ombudsperson; by merging a number of independent institutions into one general ombudsman. • During the first months of 2010 Dominique Versini has met individually more than 60 members of the Parliament in order to explain them that the proposal for the new institution will weaken the protection of children's rights. • Probably in November or December the draft bill will be examined by the National Assembly (the other house of the Parliament). The Ombudsman for children has issued new proposals of amendments in order to strengthen the capacity of the new institution to take into account the specificity of the protection and promotion of children rights and its visibility if the National Assembly decides to merge the institution of the ombudsman for children into a general ombudsman institution.
