DATA AND STATISTICS FOR MONITORING PROGRESS (Panel I) • How to address current time lag and existing gaps in the production of internationally comparable data without undermining their integrity and quality? • How to enhance commitment for better EFA data collection and analysis at country level? • How to increase support to capacity building efforts in developing countries from international partners? • How to promote a culture of evidence-based analysis and policy formulation in EFA?

  5. EXTERNAL FUNDING FOR EFA: Is FTI living up to its potential? (Panel II) • What are the implications of the FTI post-Oslo (Nov. 2003) framework? Need for an update on: • FTI extension to all low income countries • Multi-donor Catalytic Fund • Facility for Program Preparation • How to improve FTI effectiveness in mobilizing additional resources for EFA • Exploring new funding mechanisms, especially for: • Non FTI-Countries • Other EFA goals: ECCE, literacy, quality

  6. CIVIL SOCIETY ENGAGEMENT IN EFA AFTER DAKAR: What has been the value added?(Panel III) • What has been the experience of civil society’s engagement in EFA? • At country level? (examples from 8 countries) • At regional/international levels? • What are the factors determining the scope and effectiveness of civil society engagement? • What are the challenges for the future in making partnership with civil society better and more widespread?

Interim Report on Achieving the MDG of UPE • What are the Task Force’s Main Messages ? • What are the Task Force’s Main Recommendations ? • Three questions for consultation: • What priority should be given to adult literacy programs? • What priority should be given to post-primary education? • What information should be made available to whom?

PARTERNERSHIP WITH PRIVATE SECTOR ON EFA: Forging new alliances • Clarifying the concept of private sector: wide range of actors including parents, communities, NGOs and corporates • Different forms of involvement of private sector in EFA: Establishing, managing, financing and delivering • Addressing concerns relating to commercialisation, globalisation and equity • Potential for enhanced private sector partnerships and alliances for EFA

Planning for the 4th HLG and the FTI Partners Group 4th HLG, 8-10 Nov. 2004; FTI Partners Group, 11-12 Nov. 2004 Brasilia, Brazil • The agenda of the 4th HLG is closely related to the next GMR on EFA Goal No. 6 – Education Quality • Linkages with FTI Partners Group through back-to-back mtg. • How to ensure more effective linkages between WG, HLG and FTI Partners Groups? (Agenda, participants, outcomes, follow up)

  10. Strategies for Follow up • How to assume shared responsibilities and tasks for effective follow up of recommendations of the Working Group? • Use flexible and informal consultation processes to address emerging issues
