SEA PERFORMANCE INDICATORS * State Performance Plan (SPP) and Annual Performance Report (APR) • Graduation rates compared to regular ed. • Dropout rates compared to regular ed. • % meeting AYP targets. • % test participation with subgroups for accommodations, alternate assessments • Proficiency rates against standards.

  9. The Right Kids…. • The determinant factor for eligibility may NOT be: “lack of APPROPRIATE instruction in reading, INCLUDING THE ESSENTIAL COMPONENTS OF READING INSTRUCTION AS DEFINED IN [NCLB].” • 20 U.S.C. 1414(b)(5)

  11. What is “Special Ed”? The term “special education” means SPECIALLY DESIGNED INSTRUCTION….20 U.S.C. 1401(29) “Specially designed instruction means ADAPTING as appropriate to the NEEDS of an ELIGIBLE child…the CONTENT, METHODOLOGY, or DELIVERY OF INSTRUCTION.” 34 CFR 300.38(b)(3)

  12. SDI: Adapting Content • Have you adapted the CONTENT? Are you teaching the student something different from what you teach the other students? • Are these content adaptations needed due to the student’s disability?

  13. SDI: Adapting Methodology • Are you adapting the METHOD of teaching the student, as compared to how you teach the general student population? How so? What are you doing that would not be done for any student upon request? • Are these adaptations necessary due to the student’s disability?

  14. SDI: Adapting Delivery • Are you adapting the DELIVERY of instruction to the student? How so? • Are these adaptations necessary due to the student’s disability?

  15. 2. Are We Serving the Kids Right? Thirty years has shown that: We’ve had LOW EXPECTATIONS; We’re not paying attention to METHODS that have been PROVEN EFFECTIVE via REPLICABLE RESEARCH. 20 U.S.C. 1400(c)(4).

  16. Serving the Kids Right… • IDEA 2004 calls for HIGH EXPECTATIONS for student achievement. 1975: whom do you teach? (all kids) where do you teach them? (LRE) 1997: what do you teach them? (general curriculum) 2004: how much do you teach them? (same as the other kids)

  17. Serving the Kids Right…. • IEPs must include a statement of services “BASED ON PEER-REVIEWED RESEARCH TO THE EXTENT PRACTICABLE.” 20 U.S.C. 1414(d)(1)(A)(i)(IV)
