  3. Scope of Task Force • Identify data and develop methodology to examine USF events on a going-forward basis • Examine existing operating procedures and consider new procedures and tools to monitor and mitigate USF events in real-time • Analyze 2013 USF Events

  4. Scope of Task Force Continued • Identify Possible USF Mitigation Process • Consider Contributing Factors • Develop the methodology that is applied for analysis of 2013 events and verify the validity • Provide routine updates to WECC members, OC and Board

USFEATF History and Timeline • Was formed from the last Operating Committee Meeting • The Taskforce first face to face meeting at the WECC RC in Vancouver on July 11, 2013 and numerous conference calls • Taskforce created a template that information could be easily and consistently sent to the RC that will speed up the turnaround time • Submitted 18 2013 USF Events, two for each month to the RC for analyzing and review.

  6. Unscheduled Flow Contribution Analysis Areas • Path De-rated – > 1% of the Seasonal Rating • Phase Shifter Operations – Detrimental Effect to Path Flows • Ace Contribution - Detrimental Impact > 5% of the Path Rating • Scheduled Path Utilization – Scheduled Use > 95% of the Path Rating

  7. Unscheduled Flow Contribution Analysis Areas • Unscheduled Flow Contribution – Actual Flow exceeds Scheduled Flow by > 5% of the Path Rating • Generation Outages Restrictions – Major Generation Outages that Effect Path Flow • Hub Price Differential – On Going Evaluation

  9. USFEATF Next Steps • Continue to analyze 2013 events and data • Validate 2012 UFAS events and data by using the consistent methodology • Methodology refinement and documentation • Continue to meet as a task force until all scope items are completed
