What is Early Recovery “Is a multidimensional process of recovery, from a man made or natural disaster, that begins in a humanitarian setting. • It is guided by development principles that seek to build on humanitarian programmes and catalyze sustainable development opportunities. • It aims to generate self sustaining, nationally owned, resilient processes for post crisis recovery. • It encompasses the restoration of basic services, livelihoods, shelter, governance, security and rule of law, environment and social dimensions, including the reintegration of displaced populations.”

3. Approach • Augment ongoing emergency assistance operations by building on humanitarian programmes. • Support spontaneous recovery initiatives by affected communities. • Establish the foundations for longer-term recovery.

Strategy in Yemen Support the Government Transition Plan by: ensuring that population and communities affected by conflict have made a holistic recovery to an equal footing with none conflict affected areas; and increase the resilience of and reduce the risk of disaster for identified vulnerable populations and communities, in order that they are in a position to mainstream into the national development program, when the government agenda refocuses post transition.

Cluster objective #1 (Linked to Strategic Objectives 2 and 3) • Contributing to Holistic Early Recovery in Conflict Affective Areas: As stability and access improves, and in order to ensure the transition of conflict affected populations from the relief to the development phase past 2014, the affected population will be assisted to return to pre conflict conditions or to build back better through the initiation of early recovery activities
