  3. What is TECS? Technology enabled care and support (TECS) refers to “the technologies that help people to manage and control their health and well-being and sustain independence”

Where are we now with technology in our health and social care delivery? • We completed a needs assessment of our current use of TECS – this identified there is scope for increasing our use of TECS to maximise people’s independence. • In June 2017 we let a new contract for providing TECS – DILIS (Devon Independent Living Integrated Service) • The DILIS contract, provided by Millbrook, covers health and social care and all age groups. • We recognised that to realise an increase in the use of TECS we needed a clear TECS strategy & a work programme to support the implementation. • Our strategy describes TECS as an enabler for people to recover or maintain their independence - in support of the wider Promoting Independence policy and development of our short- term services offer. • The principles under which TECS should be considered are the same as those for any equipment or service and are already covered by principles within the Care Act and the Promoting Independence Policy.

Where are we now with technology in our health and social care delivery? • DILIS provides community equipment, minor adaptations, TECS & AAC communication devices as a single service offer • Millbrook are the DILIS provider and our ‘technology partner’ to ensure we meet the aims of our TECS strategy they are/will: • Take a leadership role within the development of new and innovative solutions. • Focus on supporting those who are moving towards self assessment and self-funded model, including for those wishing to directly purchase TECS. • Increase referrals for TECS, before longer term services are considered. • Provide assessments (in terms of the correct TECS to meet the identified needs or outcomes of the individual which maximise their independence). • Review the way in which staff use the referral system to order TECS which can record outcomes and savings (as a result of using TECS instead of, not as well as, other support).

  9. What do we want to achieve? Aims for the Strategy: • Increase the number of TECS users to enable individuals to use TECS to maximise their independence, staying in their own homes and accessing their communities. • Promote the use of TECS as an alternative to traditional care services to provide more cost effective solutions for supporting people. • Support Carers and prevent Carer breakdown. • To use TECS to achieve person-centred Outcomes, that draw on individual strengths and Assets, promoting self-care and support the STP and Digital Roadmap priories of • Prevention • Early intervention • Self-care • Support the SEND strategy priories of: • Preparing for Adulthood • Choice and Control • Health and Wellbeing

  10. What do we want to achieve? We have considered that for our TECS Strategy to be a success we need to engage and work with Providers; working with the independent sector to ensure those we are directly commissioning and those we are working alongside understand how and why are using TECS to promote independence. As part of our TECS Strategy work plan we’ve identified the following areas to work with Providers: • Provide tools, engage and signpost Providers to develop skills and awareness with other types of digital support; Self-assessment tool, Website, awareness raising events. • Engage with partner provider organisations to promote the use of TECS within their own service improvement frameworks and accountable boards • Promote/consider that future contracts require providers to articulate within their strategic plans how they will they will extend and deliver TECS within their overall care delivery arrangements to promote independence and achieve service users outcomes. But we would welcome feedback on how we can do this and what other things might support the work?

What are the current challenges? • Developing a joint strategy with NHS partners across all ages and service user groups Aligning individual targets and financial pressures and designing a system that will work for everyone. • Containing the scope to make the strategy meaningful but still linking with the bigger picture For example the Digital roadmap and TECS that are commissioned from other funding sources (NHS England) • Needing other areas to be fit for purpose to support the TECS A first responder support system for alarms • Cultural change Confidence in TECS not replacing face to face care where it is needed, Traditional social care delivery has a basis in protecting people, and this can often result in a risk averse approach.
