  2. Objectives – August 8, 2019 ~ To examine the role of the receiver and implications for the Harrisburg School District ~ To review the role of the receiver in relationship to the advisory committee ~ To receive an update on the status of the Recovery Plan

  3. June 13 Meeting • Discussed key elements of Mass Insight Report • Report designed to identify opportunities to improve performance by providing recommendations geared to promote organizational effectiveness and efficiency

  5. Receivership and the Harrisburg School District ~ The secretary of education petitioned the court of common pleas due to failures: - to fully implement the recovery plan - to comply with directives - to satisfy the the objectives stated in the financial recovery plan

Receivership • Role of the receiver • Assume all powers and duties of the chief recovery officer, and the school board of directors with the exception to levy and raise taxes • Implement the recovery plan • Direct employees and appointed officials of the school district to take actions that are necessary to implement the recovery plan or reframe from actions that may impede the implementation of the plan • Modify the recovery plan as necessary to restore financial stability • Submit quarterly reports to the court of common pleas and secretary of education

  7. Receivership • Resolution – June 27, 2019 • 1. Established Recovery Plan Partnership Agreement with Montgomery County Intermediate Unit (MCIU)23 • 2. Eliminated specific positions due to the management functions of the MCIU • 3. Approved a tentative new organization structure • 4. Approved amended legal fee agreement

Receivership • Recovery Plan Service Partnership • Establish, implement, and validate a system of internal financial controls • Ensure all financial data is properly recorded • Amend the 2019-2020 budget as needed; prepare future budgets • Administer all human resources functions • Conduct a search for a superintendent • Create and begin to implement an academic plan • Provide training to elected School Board • Other tasks as assigned by Receiver
