  4. 2006 Goals • Contribute to the promotion of economic, social, and environmental sustainability • Contribute to improved supply reliability • Contribute to the protection and improvement of hydrologic function • Contribute to the protection and improvement of the quality of water resources • Contribute to the protection of public health, safety, and property • Contribute to the creation, protection, enhancement, and maintenance of environmental resources and habitats

  5. New DWR Guidance • Objectives must address major water –related issues and conflicts • Objectives must be measurable by some practical means • quantitatively or qualitatively • Objectives may be prioritized

New DWR Guidance • Objectives must be focused on addressing the water management issues, including flood management of the region. • RWMGs must consider overarching goals that apply to their area. These include: -Basin Plan Objectives -20x2020 water efficiency goals -Requirements of CWC §10540(c)

  7. CWC §10540(c) •  Protection and improvement of water supply reliability, including identification of feasible agricultural and urban water use efficiency strategies. •  Identification and consideration of the drinking water quality of communities within the area of the Plan. •  Protection and improvement of water quality within the area of the Plan consistent with relevant basin plan. •  Identification of any significant threats to groundwater resources from overdrafting. •  Protection, restoration, and improvement of stewardship of aquatic, riparian, and watershed resources within the region. •  Protection of groundwater resources from contamination. •  Identification and consideration of water-related needs of disadvantaged communities in the area within the boundaries of the Plan.

  8. 2012 Process • Plan Update Team (PUT) reviewed 2006 Goals and Objectives • Considered deletions, additions and modifications Criteria used: 1) Addresses major issue in region 2) Is measurable 3) Is not redundant 4) Addresses what more than how 5) Is consistent with DWR direction

  9. 2012 Process cont’d • Preliminary screening by PUT –June 18 • Coordinating Committee review- June 25 • Final screening by PUT-July 9 • Consolidated and Modified Goals • 6->5 • Reduced total number of Objectives • 68->35 • Added Objectives such as: • Climate Change, Integration

Proposed Goals • Promote environmental, economic and social sustainability • Improve water supply reliability and quality • Protect and improve watershed health and function and Bay water quality • Improve Regional Flood Management • Create, protect, enhance, and maintain environmental resources and habitats

Goal 1-Promote environmental, economic, and social sustainability • Plan for and adapt to sea level rise • Plan for and adapt to more frequent extreme climate events • Support data gathering for climate change vulnerabilities • Enhance monitoring network and information sharing to support proper management of watersheds • Minimize health impacts associated with polluted water. • Work with local land, water, wastewater and stormwater agencies, project proponents and other stakeholders to develop policies, ordinances and programs that promote IRWM goals, and to determine areas of integration among projects

Goal 2-Improve water supply reliability and quality • Provide adequate water supplies to meet demands. • Implement water use efficiency to meet or exceed state and federal requirements. • Minimize vulnerability of infrastructure to catastrophes and security breaches. • Expand water storage and conjunctive management of surface and groundwater • Provide for groundwater recharge while protecting groundwater resources from overdraft. • Increase opportunities for recycled water use • Provide clean, safe, reliable drinking water. • Protection of groundwater resources from contamination.

Goal 3- Protect and improve watershed health and function and Bay water quality • Protect, restore, and rehabilitate watershed processes. • Control excessive erosion and manage sedimentation. • Minimize point-source and non-point-source pollution • Improve floodplain connectivity. • Improve infiltration capacity • Maintain health of watershed vegetation, land cover, natural stream buffers and floodplains, to improve filtration of point and nonpoint source pollutants. • Control pollutants of concern

Goal 4-Improve Regional Flood Management • Manage floodplains to reduce flood damages to homes, businesses, schools, and transportation • Achieve effective floodplain management that incorporates land use planning and minimizes risks to health, safety and property by encouraging wise use and management of flood-prone areas • Identify and promote integrated flood management projects to protect vulnerable areas

Goal 5-Create, protect, enhance, and maintain environmental resources and habitats • Protect, restore, and rehabilitate habitat for species protection • Enhance wildlife populations and biodiversity (species richness). • Protect and recover fisheries (natural habitat and harvesting). • Reduce geographic extent and spread of pests and invasive species.

  17. Deleted Objectives-~37 Objectives were deleted if: They did not meet criteria They could be merged with other objective (s) They were not clear New objectives were developed based on new DWR Guidelines. See handout for deleted objectives

Measures • Potential Measures –under development • DWR- “A measurable objective means there must be some metric the IRWM region can use to determine if the objective is being met as the IRWM Plan is implemented. Remember that IRWM Plans are implemented through projects, relevant to measuring objectives; it implies that metrics must apply to projects which in turn relate back to Plan objectives. Objectives can be measured quantitatively or qualitatively”.

  19. Measures Measures identified are “proposed”, we are looking for more input from you Represent a way to measure project success e.g. miles of trail Not a target e.g. 50% increase in trails Important for project proponents in scoping and monitoring projects

  20. DWR Example • Objective-Restore ecologic function to a local wetland • Qualitative Measurement Presence/absence of key wetland species • Quantitative Measurement Number of acres restored to wetland conditions

  21. BAIRWMP-Proposed Examples Objective-Increase opportunities for recycled water use. Measure - AFY of potable water use replaced by non-potable supply; AFY recycled water production Objective- Control pollutants of concern Measure- Compliance with existing and future TMDLs Objective- Identify and promote integrated flood management projects to protect vulnerable areas Measure- Number of integrated flood management projects
