  2. Mission and Vision University Health Services (UHS) services the University of Illinois at Chicago Medical Center, the academic faculty and staff at the University of Illinois at Chicago, and various private companies.

Goal The goal of the UHS department is to promote the health of the employee, by recommending, implementing and evaluating surveillance/health screening programs and by implementing health promotion education and activities to maintain and/or enhance the health of the worker, improve worker productivity and comply with the regulatory standards.

  15. The Impaired Employee and Fitness for Duty FY 11

  16. University of Illinois at Chicago . . . is committed to assisting and retaining valued employees who may be stressed, impaired or may have problems that affect their performance whether related to emotional, physical, or substance abuse issues.

  17. ‘Impairment’ is defined as… “…any condition that interferes with the ability to perform job duties in a safe manner or provide customer service due to the use or misuse of alcohol, legal or illegal substances, or a mental or physical condition as determined by a psychiatrist, psychologist, or other healthcare professional trained in the identification of such”.

  18. If there is a ‘Reasonable Suspicion’ of impairment… …there is an obligation to refer the individual for an evaluation if you suspect their activities or behaviors may affect their ability or capacity to perform their identified duties and/or other roles as assigned.

  19. ‘Reasonable Suspicion’ is defined as An impression, based on observations of appearance, behavior, speech or body odor that an individual’s capacity is impaired. Examples: • marked mood changes or instability • inappropriate behavior • excessive absenteeism • poor clinical judgment • obvious smell of alcohol Note: All complaints, allegations or concerns that are part of a referral will be evaluated for credibility.

  20. Referrals… • Can be made confidentially by any faculty, staff, employee, administrator, patient, or family member who is concerned about an employees’ health, well being or capacity to perform their duties or roles as assigned especially if it may affect a safe work environment. • Referring parties are encouraged to follow the proper chain of command when feasible.

  22. Goals of University Health Services & the Employee Assistance Program • Act as an advocate for employees, staff, and/or practitioners who are stressed or impaired. • Assist with rehabilitation, rather than discipline, to aid in retaining or regaining optimal functioning.

  23. If Safety is at Risk… • Based on investigative findings by University Health Services and the Employee Assistance Program, the individual may be removed from duty to ensure safety of the institution and the individual. • Appropriate corrective action includes strict adherence to any state or federally mandated reporting requirements.

  24. Next Steps in Recovery… • The employee will be referred to the appropriate professional internal/external resources for diagnosis and treatment. • The safety of patients, other employees, as well as the safety of the individual will be monitored until the rehabilitation process, to include compliance with after care, is complete.

  25. Keep in Mind. . . The goal of the Fitness for Duty Program is successful treatment and ongoing follow-up management as prescribed.
