Northwest Ordinance of 1787 • *This law created a government for the Northwest Territory (see map). • *It established the process by which territories could become states. • (1) 5,000 adult men could then elect lawmakers • (2) Territories had to have at least 60,000 people before they could apply to become a state. • (3) New states would be equal in power to old states.
