  1. Cyclical Monitoring for Continuous Improvement (CMCI)

Why • In accordance with the Individuals with Disabilities Education Act and Chapters 14 and 15 of the State Board Regulations, PDE provides general supervision over all public schools, school districts, and other public education agencies within the state to ensure that each student with a disability receives a Free Appropriate Public Education and that each family has the benefits of a system of procedural safeguards.

  3. Bureau of Special Education Will… • Require each school district and intermediate unit to submit a Special Education Plan. • Conduct Compliance Monitoring for Continuous Improvement of school districts, charter schools, and early intervention programs. • Provide State complaint resolution procedures. • Provide training and technical assistance throughout the state to address current and projected special education and related service personnel needs. • Proved interagency coordination to students with disabilities whose school districts have determined that they cannot be appropriately educated.

  4. Features of CMCI • Closer alignment with OSEP’s monitoring. • Focus on outcomes and improvement of results. • Direct linkage with technical assistance for improvement of results.

  5. Components of the CMCI • Monitoring Document • Facilitated Self-Assessment (FSA) • Student File Review • Special Education Teacher Interview • Regular Education Teacher Interview • Parent Interview • Student Interview • Monitoring Report and Corrective Action Verification Plan

  6. Monitoring Report • When monitoring has been completed, the BSE will prepare and issue a Report to the LEA. The Report will consist of findings in ten topical areas: • Policies and procedures • Performance outcomes • Training for parents and professionals • Evaluation of students • IEPs • IEP implementation • Secondary transition • Education placement (including LRE) • Discipline • Procedural safeguards
